TRUSTEE ELECTION – Several members of the audience spoke to the Board about that night’s election to appoint a new Trustee to the vacancy in Area 5. Several attendees spoke in favor of candidate Jacqueline Rodarte, including: Barbara Nelson, Amin David and Jose Moreno. James Vanderbilt spoke in favor of Gayle Eastman, while Cynthia Ward spoke against Gayle Eastman.
Consideration of Applicants for Appointment to the Board of Trustee Vacancy in Trustee Area 5 The Board interviewed Gayle Eastman and Jacqueline Rodarte. After discussion, the Board unanimously voted to appoint Jacqueline Rodarte to Trustee Area 5 through November 2016. She will be officially seated at the April 15 Board Meeting, after a 30 day waiting period.
Interim Chancellor’s Report – Fred Williams
Interim Chancellor Williams applauded the board on the selection of Jacqueline Rodarte. He also shared that he has established a twitter account: @fred_nocccd.
BOND UPDATE – Mr. Williams informed the Board that on Friday, our counsel heard from the contestant’s counsel that the other side was willing to waive appeal rights in exchange for the three defendants to waive their ability to recover cost. Defendants all agree that we want this done; counsels are working on this now. Also, once this is complete, an agenda item will be brought to the Board for certification of the results. Certification will start the clock on the 35 day timeframe to establish the Bond Oversight Committee.

Cypress College – Dr. Bob Simpson, President
NEW APPOINTMENTS – Dr. Simpson congratulated Tiana Buttice on her selection as the college’s Student Trustee, and Jacqueline Rodarte on her provisional appointment…BACCALAUREATE DEGREE – Dr. Pam Walker, Vice Chancellor of Academic Affairs for California Community Colleges, toured the health science facilities. She praised the mortuary science department for the quality of their application.
Fullerton College – Dr. Rajen Vurdien, President
NEW APPOINTMENTS – Dr. Vurdien welcomed Ms. Buttice to the Board and congratulated Ms. Rodarte on her provisional appointment…COMMENCEMENT SPEAKERS – Congresswoman Loretta Sanchez will serve as the 2015 commencement keynote speaker, and Assemblywoman Young Kim will serve as the commencement keynote speaker for 2016.
School of Continuing Education – Dr. Greg Schulz, Provost
NEW APPOINTMENTS – Dr. Schulz also welcomed Ms. Buttice to the Board and congratulated Ms. Rodarte on her provisional appointment…EXCELLENCE AWARD – Managers Dennis Davino and Joanne Armstrong were awarded the League for Innovations John & Suanne Roueche Excellence Award for the LEAP Program.
Comments by Members of the Resource Table
NEW FACULTY HIRING PROCESS – District Management Association President Richard Fee thanked the Human Resources staff, especially Manager Danielle Heinbuch, for their herculean efforts to process the thousands of new faculty applications.
CONGRATULATIONS TO THE NEW TRUSTEE – Several resource members congratulated Ms. Jacqueline Rodarte on her new appointment, including: SCE Academic Senate President Adam Gottdank, Cypress College Academic Senate President Jolena Grande, United Faculty President Dale Craig, CSEA President Rod Lusch, and Adjunct Faculty President Sam Russo.
IEPI WORKSHOP – Cypress College Academic Senate President Jolena Grande announced that Fullerton College would host a workshop concerning the Institutional Effectiveness Partnership Initiative on Thursday, March 19. Fullerton College Faculty Senate President Sam Foster added that professor Jan Chadwick is assisting with the initiative at the state level.
Comments by Members of the Board of Trustees
NEW STUDENT TRUSTEE – Earlier in the Board Meeting, Tiana Buttice was sworn in as the new Student Trustee for Cypress College. In her first report, Tiana said she looked forward to working with the Board, and updated the group on student activities, including Associated Student special elections, Senior Day, Americana, and Kindercaminata.
FACCCTS ARTICLE – Trustee Donna Miller congratulated Board Vice President Barbara Dunsheath on her recent article in the FACCCTS Journal.
FACCC CONFERENCE – Board Vice President Barbara Dunsheath reported on her attendance at the recent Faculty Association of California Community Colleges (FACCC) conference. She mentioned that the organization is looking for new members as well as people to serve on several committees.
WOMEN'S HISTORY MONTH – Board Secretary Molly McClanahan reminded the group that March is Women’s History Month and gave some historical information on Elizabeth Cady Stanton.
NOCCCD SABBATICALS – Trustee Leonard Lahtinen referenced item 4.a.3 detailing several faculty sabbatical leaves that were approved. He stated that he was pleased that the District has continued to support sabbaticals even in times of economic crisis.
CCLC TRUSTEES CONFERENCE – Board President M. Tony Ontiveros announced that at this year’s Community College League of California (CCLC) Trustees Conference in May, the organization will interview finalists for the CCLC CEO position.
Finance & Facilities
BID REJECTION – The Board rejected a below-minimum bid for the sale of the La Habra property.
RETIREMENT – The Board approved the retirement of Paul Baca, Cypress College Facilities Custodian II, effective May 9.
PROMOTION – The Board approved the promotion of Debbie Horrocks to Fullerton College Administrative Assistant III, effective March 11.

The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, March 24, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
