Approved by voters in 2002, Measure X provided $239 million for the improvement and expansion of District-wide facilities. Through fiscal conservancy and leveraging state capital outlay funds, the North Orange County Community College District increased the initial $239 million to almost half a billion dollars of construction equity.
In 2013, District administration took advantage of historically low interest rates to refinance Measure X bonds without extending the term of the bonds. Interest rates dropped from an average of 5% to 2.02%, reducing the community’s tax bill by approximately $1 million per year for 10 years, totaling a $10 million savings over the life of the refinancing.
As a result, 22 major projects were completed or addressed at Cypress College, Fullerton College, and the School of Continuing Education, including:
