North Orange Continuing Education – Valentina Purtell, President
CLIMATE SURVEY – Ms. Purtell announced that NOCE completed its second cycle of the institutional climate survey for employees and students with a high level of student participation at 740… PROGRAM REVIEW – The President reported that NOCE is launching its Program Review and Planning with completion anticipated prior to the Accreditation Visit in 2023.
Cypress College – Dr. JoAnna Schilling, President
HB AIR SHOW – Dr. Schilling shared that she, Dean of Career Technical Education Kathleen Reiland, and Director of Campus Communications Marc Posner will join Aviation Professor Ed Valdez at the Los Alamitos Joint Forces Training Base on September 29, 2021 to see Professor Valdez participate in a 15-minute run with the Blue Angels in preparation for the weekend's Huntington Beach Air Show… PLANETARIUM – The President commented on the first images of Jupiter and Saturn captured by the telescope in the new campus Planetarium. Dr. Schilling thanked the Board of Trustees for their support of the college's Astronomy Program… SEM BUILDING & VRC GRAND OPENING – The President invited the Board of Trustees to attend the Cypress College Science, Engineering and Math Building and Veterans Resource Center Grand Opening at 10 a.m. on October 19, 2021 at the campus pond… CONDOLENCES – Dr. Schilling announced the passing of Interim Campus Capitol Project Manager Michael Zari from complications related to COVID-19 and expressed deep sympathies and condolences to his colleagues, friends, and family.

CONDOLENCES – Dr. Contreras expressed deep sympathies and condolences to the loved ones of Cypress College Interim Campus Capitol Project Manager Michael Zari… CHILD DEVELOPMENT & EDUCATIONAL STUDIES TOUR – The Interim President shared that Senator Josh Newman and President/CEO of First 5 OC Kimberly Goll visited the campus for a tour of the Child Development and Educational Studies Lab School on September 27, 2021… FRIENDS OF FULLERTON COLLEGE FOUNDATION – Dr. Contreras commented on the first Board meeting of the Friends of Fullerton College Foundation, as well as acknowledged the Foundation's Executive Director Zoot Velasco and Administrative Assistant III Kesha Shadwick for their work transitioning and launching the Foundation… HORNET STUDENT LEADERSHIP RETREAT – The Interim President announced the Hornet Student Leadership Retreat, including virtual leadership workshops and an in-person movie night in the campus quad, on October 15, 2021.

CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Damon de la Cruz reported on a recent Senate meeting, highlighting student services, vaccine verification process, and information about the District's hiring process.
FULLERTON COLLEGE ACADEMIC SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan expressed condolences to the family and Cypress College colleagues of Interim Campus Capitol Project Manager Michael Zari. She also commented on the September 16, 2021 Senate meeting, highlighting Senate goals, Antiracism Task Force recommendations implementation, Senate bylaws and constitution, open educational resources resolution, and hiring committee constituency.
TENTATIVE AGREEMENT – CSEA Representative Elaine Loayza reported that the negotiating team reached a tentative agreement with the District and is waiting on approval from CSEA before holding a ratification vote.
ADFAC UNITED UPDATES – Adjunct Faculty United President Dash Johnson expressed condolences to the family of Cypress College Interim Campus Capitol Project Manager Michael Zari. Johnson also commented on a meeting for ADFAC members regarding voter registration, as well as ADFAC's support for its sister unions and opposition of construction projects not using union labor and local hire practices.

COMMENTS – Fullerton College Student Trustee Erin Lacorte expressed condolences to the family of Cypress College Interim Campus Capitol Project Manager Michael Zari. Lacorte also thanked Fullerton College staff for working to bring students back to campus safely; acknowledged Cypress College Assistant Baseball Coach Bill Pinkham for being awarded the 2021 American Baseball Coaches Association Assistant Coach of the Year; acknowledged Fullerton College Softball Coaches Crystal Aguirre and Marian Mendoza for being named 2021 Orange Empire Conference Coaches of the Year; and welcomed Dr. Elaine Lipiz Gonzalez to the role of Interim Vice President of Student Services at Fullerton College. Lacorte reported that Associated Students completed its senator elections, as well as commented that Hispanic Heritage Month ends October 15, 2021.
COMMENTS – Cypress College Student Trustee Meena Pandian expressed condolences to the family of Cypress College Interim Campus Capitol Project Manager Michael Zari. Pandian thanked the campus Food Pantry for its services to students and announced that the Food Pantry is now accepting donations of diapers and feminine products. The Student Trustee also congratulated the Women's Soccer Team for ranking 2nd in the nation, and commented on her upcoming participation in the SSCCC Professional Development and Leadership Training event on October 1-3, 2021.

FRIENDS OF FULLERTON COLLEGE FOUNDATION – Board of Trustees Vice President Jacqueline Rodarte expressed condolences to the friends and family of Cypress College Interim Campus Capitol Project Manager Michael Zari. Rodarte reported on the first Friends of Fullerton College Foundation Board meeting on September 27, 2021, highlighting the need for emergency grants for students. The next Foundation meeting will be on December 15, 2021 with the Board Retreat planned for January 19, 2022.
ACKNOWLEDGMENT – Board of Trustees Secretary Ed Lopez expressed condolences to the family of Cypress College Interim Campus Capitol Project Manager Michael Zari. Lopez also thanked Adjunct Faculty United President Dash Johnson for bringing up the issue of construction projects not using union labor and local hire practices.

COVID-19 VACCINE MANDATE – Board of Trustees President Barbara Dunsheath commented on a recent CCCT meeting, highlighting implementation of COVID-19 vaccine mandates, as well as asked members of the District to lead by example, upload their vaccination record, and be supportive of the decision made by the Board. The President also announced the annual Cypress College Americana event on March 26, 2022 at the Disneyland Hotel.
Finance & Facilities
SVA ARCHITECTS – The Board authorized the request to enter into an agreement with SVA Architects to provide architectural consultant services for the First Floor Water Intrusion Remediation at the Anaheim Campus, for a total of $279,000 for Preliminary Plans plus reimbursable expenses not to exceed $8,370.
SVA ARCHITECTS – The Board authorized the request to enter into an architectural consultant agreement with SVA Architects to provide architectural and engineering services for the Swing Space/Interim Housing project at the Anaheim Campus in the amount of $106,000, plus reimbursables in the amount of $3,000.
FULLERTON COLLEGE RENOVATIONS – The Board approved descoping the 500 building under the current renovation project and renovating the Fullerton College 300 building including seismic upgrades using Measure J funding, and, if approved, state match funding.
FULLERTON COLLEGE MUSIC/DRAMA COMPLEX – The Board authorized the increased estimated project construction cost from $43,261,000 to $84,000,000 which brings the total estimated project cost to $119,316,120 for the new Music / Drama Complex at Fullerton College due to the escalation of rates within the construction industry and a 2,961 square footage increase to accommodate code-required restrooms and theater access.
PFEIFFER PARTNERS ARCHITECTS, INC. – The Board authorized the request to amend the agreement with Pfeiffer Partners Architects, Inc. from $1,418,750 plus $25,000 for reimbursable expenses not to exceed the amount of $6,007,280 plus $80,881 for reimbursable expenses for the Schematic Design phase through Project completion/close-out for the Fullerton College Music-Drama Complex Buildings 1100 and 1300 Replacement Project.

PROMOTION – The Board approved the promotion of Cattien Nguyen to District Services Payroll Lead, effective October 1, 2021.
General
REMOTE BOARD MEETINGS – The Board adopted Resolution No. 21/22-08 authorizing remote teleconference Board meetings through October 27, 2021 pursuant to AB 361 and no longer accept public comments in advance of the meeting.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
