STUDENT HOUSING – A student expressed opposition to the potential of a District student housing project.
SCIENCES DIVISION NEEDS – Several faculty, students, and alumni expressed concerns regarding inadequate facilities and equipment in the Health Sciences and Science, Engineering, and Math Divisions, as well as on lecture versus lab instructor pay disparities.
FACULTY CONTRACT NEGOTIATIONS – Several faculty, students, and alumni shared testimonials and expressed concerns regarding faculty contract negotiations, including salary and benefits, with the District.

CYPRESS COLLEGE "STATE OF THE COLLEGE" PRESENTATION – Cypress College President Dr. JoAnna Schilling presented on the "State of Cypress College." Presentation highlights included a year in review "Rewind" video; Guided Pathways umbrella overview with four focus areas, including sustainability, student basic needs, Guided Pathways, and equitable learning; and remarks from Dual Enrollment, Promise, and STEM2 Programs staff and students.

North Orange Continuing Education – Valentina Purtell, Provost
AESD PARTNERSHIP – Ms. Purtell announced that NOCE presented to 80 principals, vice principals, directors, curriculum coordinators, and staff from the Anaheim Elementary School District (AESD) and plans to partner with the District to offer Parenting Program classes at its elementary schools… ENROLLMENT MANAGEMENT – The Provost shared that NOCE is working to boost enrollment through recruitment plans, outreach efforts, a new website, and potentially hiring a consultant to lead the campus in enrollment management.
Fullerton College – Dr. Greg Schulz, President
ACKNOWLEDGEMENT – Dr. Schulz applauded Cypress College President JoAnna Schilling for an excellent "State of Cypress College" presentation… TEA WITH ALICE & ME – The President shared that Fullerton College is hosting the event "Tea with Alice & Me" at 7 p.m. in the Campus Theatre on February 13, 2020… MASTER PLAN CAMPUS FORUMS – Dr. Schulz invited the Board of Trustees to attend an Educational and Facilities Mater Plan campus forum from 1-3 p.m. or 4-6 p.m. in the 200 Building on February 13, 2020.

SENATE RESOLUTION – Cypress College Academic Senate President Craig Goralski read a resolution titled "Participatory Governance and the Cypress College Academic Senate," which the Senate passed on January 30, 2019.
FACULTY CONTRACT NEGOTIATIONS – United Faculty President Christie Diep expressed concerns regarding faculty contract negotiations, including salary and benefits, with the District.
FACULTY CONTRACT NEGOTIATIONS – CSEA President Dawnmarie Neate shared support for the efforts of United Faculty in regards to contract negotiations.

FACULTY CONTRACT NEGOTIATIONS – Fullerton College Student Trustee Chloe Reyes shared support for the efforts of United Faculty in regards to contract negotiations.
UPCOMING EVENTS – Board Vice President Barbara Dunsheath announced upcoming events, including the Cypress College Americana Awards on February 29, 2020 and the Board Strategic Conversation #21 on April 14, 2020.
FULLERTON COLLEGE PRESIDENT'S GALA – Board Secretary Jacqueline Rodarte commented that the "Roaring 20's" themed Fullerton College President's Gala will be on October 17, 2020.
FACULTY CONTRACT NEGOTIATIONS – Board Member Stephen Blount shared support for the efforts of United Faculty in regards to contract negotiations.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District's Quarterly Financial Status Report for the quarter ended December 31, 2019, as required by §58310 of Title 5.
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the quarter ended December 31, 2019.
NONRESIDENT TUITION FEE – The Board received and reviewed the information regarding the nonresident tuition fee for the 2020-21 school year for the North Orange County Community College District.
CLERY CENTER FOR SECURITY ON CAMPUS – The Board authorized the request for an institutional membership to the Clery Center for Security on Campus, for Fullerton College and Cypress College, from December 1, 2019 through December 1, 2020, at a cost not to exceed $7,000.
FULLERTON COLLEGE UNDERGROUND TUNNEL – The Board approved Deductive Change Order #1 for Bid #1819-08, Fullerton College Underground Tunnel Structural Repairs Project, with Woodcliff Corporation in the amount of $28,116.02, reducing the contract from $1,452,000.000 to $1,423,883.98.
FULLERTON COLLEGE UNDERGROUND TUNNEL – The Board authorized the request to file the Notice of Completion for Bid #1819-08, Fullerton College Underground Tunnel Structural Repairs Project with Woodcliff Corporation and pay the final retention payment when due.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT – The Board authorized the request to amend the existing Cost Estimating Agreement with O'Connor Construction Management for the Fullerton College New Instructional Building and Central Plant to reflect an increase of $35,360, for a total of $194,360, including reimbursables, to address as needed cost verification for change orders requested during construction. The term of the agreement will continue to be effective through December 31, 2023.
FULLERTON COLLEGE SHERBECK FIELD – The Board authorized the request to approve an agreement with Westberg White for the Fullerton College Sherbeck Field Improvements Architectural Services in the amount of $190,000. The term of the agreement shall be effective February 12, 2020, through December 31, 2022.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Paul de Dios and Terri Wheeler to Osaka, Japan from March 7–15, 2020.
CYPRESS COLLEGE VETERANS RESOURCE CENTER & STUDENT ACTIVITIES CENTER – The Board approved Change Order No. 1 for Project #2016- 13, Cypress College Veterans Resource Center, Student Activities Center, Tribute Garden/Bridge, Pond Refurbishment, with Sundt Construction, Inc., in the total amount of $377,246, increasing the contract from $92,052,310 to $92,429,587.
OC OPERATIONAL AREA AGREEMENT – The Board received information regarding a partnership with the three other Orange County Community College Districts and participation with the Orange County Operational Area Executive Board.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for NOCE, to be effective Fall 2020.
AUHSD CCAP DUAL ENROLLMENT PARTNERSHIP – The Board ratified the amendment of the 2019-2022 NOCCCD and Anaheim Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
RETIREMENT – The Board approved the retirement of Joseph Jewell, Fullerton College Music Instructor, effective January 22, 2020.
ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapter 3.
BOARD POLICIES – The Board received as a first reading, the proposed, revised Board Policies in Chapter 3.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
