ONLINE CLASSES – An NOCE alumna expressed the need for more online classes to accommodate students with health issues and/or disabilities.
INTERNATIONAL SPEECH TOURNAMENT – Members of the Cypress College Speech and Debate Team thanked the Board of Trustees for supporting their out-of-country field trip to Japan in March 2020 for an international speech tournament.
POSITION ELIMINATION – An employee expressed disagreement with the elimination of the District Director, Workforce and Economic Development position due to lack of funds and/or lack of work.
NEGOTIATIONS – Faculty from across the District commented on contract negotiations concerning salary and benefits.

TRUSTEE FAREWELL – Dr. Marshall thanked Trustee Molly McClanahan for her years of service to the District… RECOGNITION OF NOCE DISABILITY SUPPORT SERVICES STUDENTS – NOCE Provost Valentina Purtell and NOCE Academic Senate President Tina McClurkin honored Disability Support Services students with NOCE Kindness Awards… EDUCATIONAL & FACILITIES MASTER PLAN UPDATE – Educational and Facilities Master Plan (EFMP) consultants from Brailsford and Dunlavey, as well as Moore Ruble Yudell Architects and Planners, presented an update on the EFMP to the Board of Trustees. Presentation highlights included a timeline overview; meetings, campus forums, and surveys update; summary of strategic directions; and facilities planning progress.

2019 EXCELLENCE IN ENERGY & SUSTAINABILITY AWARD – Mr. Williams congratulated Cypress College for being honored by the California Community Colleges Board of Governors with a 2019 Excellence in Energy and Sustainability Award for its chilled-water, thermal-energy storage tank.
North Orange Continuing Education – Valentina Purtell, Provost
TRUSTEE FAREWELL – Ms. Purtell acknowledged Trustee Molly McClanahan for her years of service to the District… POSITION MANAGEMENT – The Provost reported that 18 classified and three management positions were approved through NOCE's annual position management prioritization process.
Cypress College – Dr. JoAnna Schilling, President

Fullerton College – Dr. Greg Schulz, President
SPRING SEMESTER – Dr. Schulz announced that Fullerton College welcomed 21,000 students to the spring semester, and shared that the bus and parking lot shuttle have been helpful with limited parking due to construction… TRUSTEE FAREWELL – The President acknowledged Trustee Molly McClanahan for her years of service to the District.

SENATE UPDATES – NOCE Academic Senate President Tina McClurkin commented on distance education and the NOCE Kindness Campaign.

UPDATES – Board Member Stephen Blount shared that he spoke at Cypress College's Opening Day event and attended the CSEA Installation Luncheon, as well as recognized Trustee Molly McClanahan for her years of service to the District.
UPDATES – Board Member Molly McClanahan thanked the Board of Trustees and District for the comments regarding her 24 years of service, as well as commented on the NOCE Kindness Awards, the book White Fragility by Robin DiAngelo, and the "Tea with Alice and Me" event at Fullerton College on February 13, 2020.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
SURPLUS – The Board authorized the request to declare the attached list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the items.
GENERAL FUND – The Board authorized the request to accept new revenue and to make adjustments to the General Fund revenue and expenditure budgets in accordance with the revised and new fiscal year 2019-2020 allocations totaling $420,089, and adopt resolutions to adjust budgets, to accept new revenue and authorize expenditures within the General Fund pursuant to the California Code of Regulations, Title 5, Section 58308.
GENERAL FUND & CAPITAL OUTLAY FUND – The Board authorized the request for the 2019-2020 General Fund and Capital Outlay Fund transfers netting to the amount of $1,352,432, and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, Section 58307.
FULLERTON COLLEGE BUILDING 3000 HVAC EQUIPMENT REPLACEMENT PROJECT – The Board approved Deductive Change Order #1 for Bid #1819-09, Fullerton College Building 3000 HVAC Equipment Replacement Project, with ACCO Engineered Systems in the amount of $2,696.00 reducing the contract from $744,580.00 to $741,884.00.
FULLERTON COLLEGE DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and programs.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request for the out-of-country field trip for Cypress College Speech and Debate Team members and their coach to Narita, Japan, on March 5–14, 2020.
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Summer 2020 and Fall 2020.
PYLUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment of the 2018-2021 NOCCCD and Placentia Yorba Linda Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
RETIREMENTS – The Board approved the retirements of Constance Carroll, Fullerton College Physical Education Instructor, effective January 23, 2020, and Victor Jimenez, Cypress College Facilities Custodian I, effective December 20, 2019.
PROMOTION – The Board approved the promotion of Muninando Yiv to Cypress College Distance Learning Assistant, effective January 20, 2020.
TRUSTEE AREA 4 – The Board determined to call for an election to fill the vacancy in Trustee Area 4.
BOARD POLICIES – The Board adopted the proposed, revised Board Policies in Chapter 3.
CCC TRUSTEES BOARD OF DIRECTORS – The Board nominated Board Vice President Barbara Dunsheath for membership on the California Community College Trustees Board of Directors.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, February 11, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
