"ENHANCING THE STUDENT EXPERIENCE AT CYPRESS COLLEGE" PRESENTATION – Employees Gisela Verduzco, Allan Abutin, Cindy Shrout, Sarah Coburn, and Amy Ward presented "Enhancing the Student Experience at Cypress College." Presentation highlights included student self-placement tool, sidekick math videos, open educational resources, and Cranium Cafe… "FULLERTON COLLEGE BIOTECHNOLOGY" PRESENTATION – Employees Spiros Dimitratos, Kim Rosales, and Jo Wu presented "Fullerton College Biotechnology." The presentation focused on the regional workforce demand increase, biotechnology certificate pathway, enrollment and awards data, dual enrollment, and regional partnership… "COMMUNITY SERVICE: LEAP INTO A BRIGHT FUTURE" PRESENTATION – Director Dennis Davino and Interim Manager Ty Volcy presented "Community Service: LEAP into a Bright Future." Presentation highlights included an overview of the Lifeskills Education Advancement Program and its noncredit offerings, and a look into the future with new enrollment software, course offerings, after school programs, and community partnerships.

2019 READERS CHOICE FAVORITE COMMUNITY COLLEGE – Dr. Schilling announced that the Long Beach Press-Telegram named Cypress College the 2019 Readers Choice Favorite Community College for the second year in a row… CAMPUS CONSTRUCTION – The President updated the Board on Science, Engineering, and Math Building and Veterans Resource Center construction… COMMENCEMENT – Dr. Schilling reported that this year's Commencement will take place on Friday, May 24 at 6 p.m.… GUIDED PATHWAYS SUMMIT – The President shared that the college focused on data, course mapping, and discussion on how to best serve students at the Guided Pathways Summit on April 5, 2019.
Fullerton College – Dr. Greg Schulz, President
ACCJC FOLLOW-UP VISIT – Dr. Schulz shared that the college received favorable feedback from the Accrediting Commission of Community and Junior Colleges' follow-up visit on April 11, 2019… STUDENTS OF DISTINCTION – The President commented that 20 students will be honored for their outstanding achievement at the Students of Distinction Awards Ceremony on May 10, 2019… PRINCIPALS LUNCHEON – Dr. Schulz reported that the college will host high school principals and superintendents for a luncheon focused on the North Orange Promise and Drone Technology Program on April 24, 2019… LOVE FULLERTON – The President announced that on May 4, 2019, Fullerton College will host the Love Fullerton volunteer appreciation BBQ on the quad.
North Orange Continuing Education – Valentina Purtell, Provost
OUTREACH – Ms. Purtell shared that the Lifeskills Education Advancement Program interacted with over 500 families and community members at Imaginology in Costa Mesa from April 12-14, 2019… NOCRC PARTNERS' BREAKFAST – The Provost commented that the North Orange County Regional Consortium for Adult Education will host its annual Partners' Breakfast on May 3, 2019 at the Anaheim Campus… ANAHEIM PLEDGE NIGHT – Ms. Purtell reported that NOCE will host Anaheim Pledge Night on May 15, 2019 for students interested in joining the next Pledge cohort starting fall of 2019… CLASSIFIED STAFF APPRECIATION LUNCHEON – The Provost invited all Board and Resource Table members to attend NOCE's Classified Staff Appreciation Luncheon on May 21, 2019 at the Anaheim Campus.

DMA UPDATES – District Management Association President Richard Fee commented on the "Community Service: LEAP into a Bright Future" presentation, DMA email account and election nominations, and Cypress College's first annual Ideathon.
TENURED FACULTY – Cypress College Academic Senate President Craig Goralski congratulated faculty achieving tenure and encouraged faculty to get involved with the academic senates.
UF UPDATES – United Faculty President Dana Clahane shared that UF will be electing a new Vice President and is sending delegates to the 2019 CCA Spring Conference.
CSEW BREAKFAST – CSEA President Dawnmarie Neate announced the upcoming Classified School Employees Week Breakfast at the Courtyard Marriott Cypress on May 7, 2019.

AS GENERAL ELECTIONS – Cypress College Student Trustee Ester Plavdjian reported on upcoming Associated Students General Elections.
AS GENERAL ELECTIONS – Fullerton College Student Trustee Pascual Castillo shared that student Chloe Reyes was elected as the new Fullerton College Student Trustee, and that the results from the OCTA bus fee ballot initiative are still being verified.
UPDATES – Board Member Stephen Blount provided an update on his efforts to increase attendance at the Fullerton College Veterans Golf Classic, and shared that he has been asked to serve as a teller for the CCCT election ballot counting.
CAMPUS ACTIVITIES – Board Member Molly McClanahan commented on the Fullerton College Athletic Hall of Fame event and Horticulture Department Spring Plant Sale, as well as Cypress College's Yom HaShoah Holocaust Day of Remembrance.
MENTORSHIP – Board Member Ryan Bent shared that he served as a mentor at a recent Cypress College Legacy Society networking event for students.
CAMPUS ACTIVITIES – Board Member Barbara Dunsheath congratulated faculty achieving tenure, shared that she will be attending Yom HaShoah Holocaust Day of Remembrance at Cypress College on April 24, 2019, and mentioned that April 24 is Denim Day in honor of Sexual Assault Awareness Month.
FULLERTON COLLEGE FOUNDATION – Board Member Jackie Rodarte reported that the Fullerton College Foundation's Annual Gala will be on October 19, 2019, and that the Foundation is working on transitioning to an auxiliary model.
UPDATES – Board Member Jeffrey Brown commented on Assembly Bill 697 Student Financial Aid: Cal Grant Program: Qualifying Institutions and the benefits of open educational resources.
Finance & Facilities
2014 GENERAL OBLIGATION BONDS – The Board adopted Resolution No. 18/19-18, authorizing the issuance of North Orange County Community College District (Orange and Los Angeles Counties, California) election of 2014 General Obligation Bonds, Series B, and Actions related thereto. (The Resolution is available for review in the District's Business Office.)
FULLERTON COLLEGE MUSIC DRAMA COMPLEX – The Board authorized the request to enter into an agreement with Cambridge West for the preparation of one Final Projects Proposals (FPP) for the Fullerton College Music Drama Complex for a not-to-exceed amount of $87,500 from April 17, 2019 (retroactive) through May 31, 2020.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT – The Board authorized the request to amend the existing Commissioning Services Agreement with Enovity for the Fullerton College new Instructional Building and Central Plant to reflect an increase of $15,200, for a total of $125,778, effective through December 31, 2023.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT – The Board authorized the request to amend the existing Cost Estimating Agreement with O'Connor Construction Management for the Fullerton College new Instructional Building and Central Plant to reflect an increase of $7,000, for a total of $159,000, effective through December 31, 2023.
FULLERTON COLLEGE DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and programs.
NOCE WEBSITE REDESIGN – The Board authorized the request to enter into an agreement with Stamats, Inc. in the amount of not to exceed $249,975 for services and development and implementation of a website redesign for NOCE from May 1, 2019 through December 31, 2020.
EDUCATIONAL & FACILITIES MASTER PLAN – The Board authorized the request to enter into an agreement with Brailsford & Dunlavey, Inc. in the amount of $717,790 to assist the District in preparing a ten (10) year Educational and Facilities Master Plan (EFMP) for 2021-2030. The project will begin on May 1, 2019 and end on October 31, 2020.
STRATA INFORMATION GROUP – The Board authorized the request to continue the master agreement with Strata Information Group based on mutually agreed-upon hourly rate of $160 with an estimated increase of $5 per hour annually. The agreement will continue through June 30, 2024.
PYLUSD DUAL ENROLLMENT – The Board ratified the amendment of the 2018-19 NOCCCD and Placentia Yorba Linda Unified School District (PYLUSD) College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
WUHSD DUAL ENROLLMENT – The Board reviewed and discussed the 2019-2020 Fullerton College and Whittier Union High School District (WUHSD) College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
VISION FOR SUCCESS – The Board received as information the Cypress College and Fullerton College local goals in alignment with the statewide Vision for Success.
PROMOTIONS – The Board approved the promotions of Brian Gomber to Cypress College Skilled Maintenance Assistant, effective April 24, 2019, and Janae Kiely to Fullerton College Office Coordinator, effective April 24, 2019.
ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapters 2 and 7.
BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapters 2.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
