FACULTY SALARY PROPOSAL – Cypress College Professor Craig Goralski urged the Board to accept the United Faculty’s salary proposal.
Interim Chancellor’s Report – Fred Williams, Interim Chancellor
“BRIDGING THE GAP TO INDEPENDENCE” PRESENTATION – Denise Simpson, Disability Support Services (DSS) Director; April Guajardo, DSS Program Manager, and Kim Thompson, DSS Counselor, all from the School of Continuing Education, informed the Board of how DSS services assist students with work and independent living. Highlights included an overview of the Postsecondary Education Transition Consortium, the Career to College pilot program, and student employment and success rates.
APPOINTMENT – Dr. Greg Schulz has accepted the Board of Trustees’ offer to serve as the next President of Fullerton College. He will be formally Board approved at the April 12 meeting.
NEW DIRECTION IN ACCREDITATION – In a historic move, the California Community Colleges Board of Governor’s (BOG) approved a resolution in support of the California Community Colleges CEO’s initiative to fundamentally change the accreditation processes and structures in California. Two planning groups will be established to:
• Develop and recommend improvements regarding the Accreditation Commission for Community and Junior Colleges (ACCJC), to be presented at the ACCJC’s June 2016 meeting.
• Facilitate communication leading to the long-range goal of California’s community colleges participating in a structure for regional accreditation that aligns all segments of higher education.
The BOG adopted the resolution to support “the direction set by the Chief Executive Officers of the California Community Colleges to pursue a new direction in accreditation process and structure” with an amendment to include the Chancellor’s Office as an active participant.
INSIDE/NOCCCD – The Office of Public & Governmental Affairs launched a new “inside/NOCCCD” e-newsletter for District-wide faculty and staff. The newsletter will highlight the latest District-wide events, people, news, and initiatives to keep everyone well informed of the great things happening at our institutions.

Cypress College – Dr. Bob Simpson, President
New faculty – Six full-time faculty positions have been filled in Men’s and Women’s Tennis, English, and the Library/Learning Resource Center…Architectural Firms – Interviews for architectural firms to design the new Science, Engineering and Mathematics building are concluding, with an expectation to recommend a firm for consideration by the District this week…Facilities Projects – Refurbishment of the structural art work on the College Complex building began this week, with repair and renovations to follow…Guitar Jam – The first Guitar Jam, featuring first-year musician Marcus McMillan will take place next Tuesday at 5:30 p.m. in the lobby of Gym II…CEO Conference – Dr. Simpson attended the CEO Conference last week, where much of the discussion focused on accreditation…Athletics – The Softball Team leads the Orange Empire Conference, and the Baseball Team is in second place.
Fullerton College – Dr. Greg Schulz, Interim President
Appointment – Dr. Schulz shared his excitement to serve Fullerton College as president…Classified Staff Development – With the campus being quieter during Spring Break, the Classified Senate planned great team building activities on Monday for Classified Staff…Food Bank Honored – OneOC is honoring the Chris Lamm and Toni BuBois-Walker Memorial Food Bank at its 40th Annual Spirit of Volunteerism Awards on April 28…AB540 Conference – More than 300 participants from 12 public and private universities, 30 community colleges, two vocational colleges, multiple school districts, charter schools and several community agencies attended the first AB540 Conference at the College on March 11, hosted by the college’s Grads2Be Program…Hiring – Hiring committees are busy reviewing applications and preparing for interviews, as the colleges plans to hire 54 new full-time faculty…New Dean – The campus welcomed Dr. Derek Vergara this week, as the new Dean of Student Support Services…French Film Festival – The 7th annual French Film Festival will take place on March 28 and 29, and April 7 and 8.
School of Continuing Education – Valentina Purtell, Interim Provost
Transition Night – The Disability Support Services (DSS) annual Transition Night will take place on April 20 at Cypress College…AEBG Update – Office space has been renovated for the Adult Education Block Grant staff, with a tentative move-in date of April 19; and two special projects coordinators and four DSS adjunct counselors have been hired. A new AEBG strategy, childcare at community-based ESL locations, also recently began…Master Plan – The mid-term Master Plan review is underway. In general, SCE plans to develop an online instruction model fitting the needs of noncredit students, strengthen community-based sites, develop and promote evidence-based best practices that lead to student success, and integrate all California Community College initiatives…Strategic Plan Event – SCE’s annual strategic planning event will take place on April 8 at the Anaheim Campus…Postcard – To boost enrollment and several community-based ESL Program classes, a postcard was mailed to three zipcodes in Anaheim and Stanton…New Student Scholarships – Two new scholarships have been established, the Service Award and SchoolsFirst Federal Credit Union Scholarship, bringing the total number of SCE scholarships available to 17. Applications are due by March 31…Registration – Spring registration is now open, and departments are currently developing the summer class schedule…DSS WISE Job Skills Program – DSS Work, Independence, Self-Advocacy Education (WISE) Students Luis Reyes and Charles T. are operating a Thursday morning coffee cart at the Cypress College Complex as a part of their Hands on Job Skills Program, in conjunction with the Cypress Café…Leadership – SCE Wilshire Center Dean Vaniethia Hubbard was appointed to serve on the Higher Education Advisory Board at CSUF.

CYPRESS SEM BUILDING – District Management Association President Richard Fee announced that Cypress College is interviewing architects for the new Science, Engineering and Math building. He also congratulated Fullerton College on hiring Dr. Greg Schulz as their new President.
I-BEST SUCCESS – SCE Senate substitute Alli Stanojkovic gave an update on the success of the school’s new Integrated Basic Education Skills Training (I-BEST) classes.
OPEN EDUCATIONAL RESOURCES – Cypress College Senate President Jolena Grande reported that a substantial conversation about the use of open educational resources was had at the last Academic Senate meeting, with many instructors stating that they are already looking into ways to eliminate the need for students to purchase textbooks.
THE BUILDING USERS GROUP – Fullerton College Senate President Pete Snyder thanked Dr. Richard Storti, Vice President of Administrative Services, for his presentation on upcoming campus Measure J projects, and for information on how “The Building Users Group” will be utilized for suggesting building changes.
BUDGET ALLOCATION PRESENTATION – United Faculty President Tina Johannsen thanked District Director, Fiscal Affairs, Rod Garcia, for his presentation on NOCCCD’s Budget Allocation Model.
CONGRATULATIONS TO DR. SCHULZ – California School Employees Association President Rod Lusch was one of the many resource table members to congratulate Dr. Greg Schulz on his selection as permanent Fullerton College President. Others included: Pete Snyder, Tina Johannsen, and Kent Stevenson.
ADJUNCT FACULTY STEP INCREASES – Adjunct Faculty United President Kent Stevenson stated that he has recently learned that most other districts have automatic step increases for their adjunct faculty members, and he urged the Board to look into having NOCCCD do so as well.
Comments by Members of the Board of Trustees
CYPRESS COLLEGE STUDENT ACTIVITIES – Cypress College Student Trustee Tanya Washington reported on recent student activities, including: the Fullerton College President Open Forum, the Legacy Advisory meeting, and the Good Friday breakfast.
WELCOMING DR. SCHULZ – On behalf of the students of Fullerton College, Student Trustee Francisco Aviles Pino welcomed Dr. Greg Schulz as the new permanent President, saying that the campus really appreciated the value Dr. Schulz places on talking with people and engaging the community.
CALA – Trustee Stephen T. Blount reported on his recent trip to Sacramento with the organization Citizens Against Lawsuit Abuse (CALA).
HIRING PROCESS – Trustee Leonard Lahtinen thanked both the Chancellor and Fullerton College President hiring committees for their good work in selecting qualified candidates. He also thanked District Director of Technology Deborah Ludford for her help in electronically securing comments from the public forum and giving them to the Board.
ARTIST LESLEY DILL – Board Vice President Molly McClanahan spoke about attending a lecture by Fullerton College Artist-in-Residence Lesley Dill.
Finance & Facilities
BOND UNDERWRITING – The Board received information on the Bond Underwriting Services RFP process and selection of two firm, Morgan Stanley and Piper Jaffray. An Underwriting engagement agreement with a negotiated fee structure for the two firms will be presented to the Board for approval prior to the issuance of the first round of Measure J bonds.
CYPRESS COLLEGE FACILITIES – The Board approved a deductive change order for the Cypress College Soccer Field Leveling Project. Reflecting a decrease to the original contract. Authorization was also give to file a notice of completion of bid for the same project, and pay the final retention payment when due.
ANAHEIM CAMPUS FACILITIES – The Board approved a change order for the Central Plant Renovation at the Anaheim Campus.
BLACKBOARD – Authorization was given to renew the licensing and hosting agreement with Blackboard Inc. for Cypress College for Blackboard Learn 9.1., for a two-year and three-month period beginning March 17, 2016, through June 30, 2018. In addition, the Board authorized the renewal of the licensing agreement with Blackboard Inc. for Fullerton College for Blackboard Learn 9.1. for a two-year period beginning July 1, 2016, through June 30, 2018.
Instructional Resources
DONATIONS – Fullerton College received authorization to accept donations to various divisions/departments and the library.
CURRICULUM – The Board approved the summary of curriculum changes for the School of Continuing Education, to be effective summer 2016.
Human Resources
RETIREMENT – The Board approved the retirement of Marlene Courtney, Cypress College Evaluator Specialist, effective July 1.
General
ABSENCES – The Board adopted resolutions verifying that Trustees Barbara Dunsheath and M. Tony Ontiveros were absent from the Special Board Meeting of March 17, 2016, due to hardship.
CCCT BALLOT – The Board marked its ballot for the California Community College Trustees Board of Directors election.
Next Regular Meeting
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, April 12, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
