About Facilities at NOCCCD

The District Facilities Planning & Construction (FP&C) Department coordinates activities for District-wide facilities planning, renovation and construction functions, as well as oversees the Maintenance & Operations activities for the Anaheim Campus, which includes North Orange Continuing Education (NOCE). 

Main functions of the District Facilities Planning & Construction Department include:

  • Assuring facilities compliance with legal and contractual requirements and District policies and objectives
  • Preparing required plans and managing compliance reporting with Federal, State, and local health and safety agencies
  • Developing and monitoring the District energy conservation plan
  • Establishing specifications for the bidding process for major and minor construction or repair projects
  • Evaluating bids with appropriate District staff and preparing recommendations for Board consideration
  • The department ensures DSA approvals and certification are retained for projects and meet the State Chancellor's Office requirements and annual deadlines for activities such as Annual Space Inventory, Five Year Capital Construction Plan, Five Year State Scheduled Maintenance Plan, Energy Calculator, and State Project Applications.
  • Providing oversight managing the planning, design, construction and implementation of major capital outlay projects, state scheduled maintenance projects and bond-funded projects that are aligned with the Colleges' Educational Facility Master Plans.
  • FP&C also submits claims and monitors fiscal expenditures and fund transfers regarding construction and their State funding resources to ensure compliance with District-mandated accounting policies and procedures, State criteria, and all other applicable State and Federal agencies.

Facilities Planning & Construction serves Fullerton College, Cypress College, and the Anaheim Campus, including North Orange Continuing Education.

Founded in 1913, Fullerton College is one of the oldest continuously operated community colleges in California. It includes the site of the Wilshire School of Continuing Education.

Cypress College

On September 12, 1966, Cypress College opened its doors. The College is located in the City of Cypress and the original plan was based on the “cluster college” or “house concept.” It includes the site of the SCE Cypress Continuing Education Center (CEC).

In 2001, the District acquired the former Martin Luther Hospital building and converted it into the Anaheim Campus. District offices and North Orange Continuing Education are at this location.

The museum is located in the original downtown core of the City of Fullerton. It sits at the northwest corner of E. Wilshire Avenue and Pomona Avenue which is two blocks west of Fullerton College.

Measure J

In November 2014, Measure J was passed, providing Fullerton College, Cypress College and the School of Continuing Education with $574 million for significant upgrades to technical job training facilities, aging classrooms, and veteran amenities.

Related Plans, Policies & Procedures

The District makes available facilities master plans for all of its campuses. These plans are periodically updated and show the vision, strategies, concepts for future growth.

The Educational and Facilities Master Plan Refresh is a strategic update of the original 2020 plan created by the North Orange County Community College District. This refresh aims to realign the plan with current and future needs through 2030 by addressing changes in educational delivery methods, such as remote and hybrid learning, and adapting to evolving societal and community demands.

FUSION (Facilities Utilization, Space Inventory Options Net) is a database of over 90 million square feet of California Community College facilities that tracks the condition assessments and develops cost modeling for maintenance projects, enabling colleges to plan budgets and help facilitate the passing of much-needed state bond measures.
