About the Board of Trustees
The North Orange County Community College District is governed by a Board of seven elected Trustees. The Board gathers twice monthly in public meetings to set policy and address concerns for the District. They guide the District’s mission, academic direction, and budget decisions.
Board members represent geographic areas within the District and are elected by the residents of those areas. NOCCCD Trustees represent the residents of the following cities: Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Placentia, Rossmoor and Yorba Linda. Trustees serve for four years and are elected on the general ballot.
In addition to the regular Board members, three student representatives serve one-year terms beginning on June 1st. The student representatives are elected by a vote of current students at each campus.
Board Meeting Agendas & Minutes
Regular meetings of the Board of Trustees are held at 5:30 p.m. on the second and fourth Tuesdays of each month.
Meetings are open to the public and will take place at the Anaheim Campus Board Room at 1830 W. Romneya Drive, Anaheim, CA 92801. Meetings can also be viewed by livestream on the District’s YouTube Channel.

Board Policies & Administrative Procedures
Board Policies set the general goals and standards for the District, implementing laws and delegating authority to the Chancellor, while Administrative Procedures detail how these policies are put into action, defining operations and responsibilities.

Board Meetings
District Board meetings are held twice a month. The Board gathers to address District business including: staffing changes, fiscal matters, the passing of Board Policies, and other issues affecting the District's campuses and communities. They also hear comments from the community.

Where We Serve
The North Orange County Community College District (NOCCCD) boundaries serve an area, approximately 155 square miles, of more than 1 million diverse people.
Board Goals
The Board continually seeks to support the District’s mission to provide quality, equitable education. To this end, the Board regularly evaluates the District’s effectiveness against the standards set by the California Community Colleges guidelines, seeks growth in enrollment, nurtures community relationships, and looks to maintain and improve the District’s facilities.
The Board’s student success goals will be in alignment with the aspirational goals established by the CCCCO’s Vision 2030: A Roadmap for California Community Colleges. Vision 2030 builds on the foundation of the Vision for Success (2017) and the governor’s “Multi-Year Roadmap” (2022), which aims to increase by at least 20 percent, annually, the number of California Community College students who acquire associate degrees, credentials, certificates, or specific skill sets that prepare them for an in-demand job.
Since the NOCCCD Board Student Success Goals are aligned with the CCCCO Vision 2030 Goals, the NOCCCD Board goals also take into account establishing and monitoring equitable outcomes for all students. Goals for the 2025-26 academic year will be presented to the Board for consideration at a meeting in October of 2025.
Student Success
The Board will prioritize alignment of teaching/learning and student success with the goals of the California Community Colleges Vision 2030. (NOCCCD Strategic Direction – Student Experience & Success)
- By October 2025 District Goals for improvement in the number of students receiving degrees, certificates, and becoming transfer-ready will be presented to the Board for consideration.
- By June of 2026 progress on those goals will be reported to the Board of Trustees at their annual retreat.
- Focus on reducing equity gaps for student success and provide the Board a report of progress at the annual Board retreat.
- The Chancellor will report to the Board on current initiatives to grant students credit for prior learning as part of the March 2026 enrollment report.
Enrollment
The Board will emphasize access through enrollment restoration and growth.
- Work to help students make informed decisions regarding CTE and Transfer pathways.
- Make students aware of support services including tutoring, assessment, disabled student support and transportation.
- Enhance marketing and communication with students and potential students to make them aware of educational opportunities.
- Encourage dual enrollment and the Community College Baccalaureate.
- Have the Chancellor present a report on enrollment at public Board meetings in October of 2024 and February of 2025.
Inclusive Environment
The Board will continue to support an inclusive environment in the District. The desired environment is sensitive to diversity, inclusion, and equity in every respect. (NOCCCD Strategic Directions – Student Experience & Success and Employee Experience)
Financial
In light of the budget concerns for the State of California, and the potential for a negative impact on the NOCCCD budget, the Board will ask the Chancellor for a three-year plan for financial stability. This plan will be prepared for Board consideration in early 2025.
Community
The Board will encourage greater expansion of community partnerships especially with local K-12 school districts, business and industry and elected officials, non-profits, and cities. Individual Board members will become more involved with the leadership team in outreach activities. (NOCCCD Strategic Direction – Collective Impact & Partnerships)
Accreditation
The Board will remain active in the continual accreditation process involving Cypress College, Fullerton College, and NOCE. (NOCCCD Strategic Direction – Student Experience and Success)
Board Policies
Working with the Chancellor, the Board will consider changes to current policies which detail their role in consideration and ultimate approval of the mission statements of the colleges. The goal being to ensure the Board adequate time for input and consideration.
Strategic Plans
In consultation with the Chancellor by September of 2025 the Board will consider a process for the development of a long-range strategic plan for the District. The purpose of the process would be to better direct the District’s future relative to critical educational and operational areas including:
- Leadership development
- Academic program development and enhancement
- Career Technology Education (CTE)
- Student support activities
- Research and development
- Grant making and management
- Facilities maintenance and enhancement
- Support for innovation
- Online and distance education
- District policy development and consideration
- Financial planning and implementation
