NOCCCD Announces Dr. John Parker as New Vice Chancellor, Administrative Services

NOCCCD announces that Dr. John Parker has been selected as the new Vice Chancellor, Administrative Services. Dr. Parker is scheduled to begin in March 2026.

Anaheim, CA—Following Board of Trustees approval on January 27, 2026, the North Orange County Community College District (NOCCCD) is delighted to announce that Dr. John Parker has been selected as the new Vice Chancellor, Administrative Services. Dr. Parker is scheduled to begin in March 2026.

Dr. Parker is a seasoned higher education executive with more than 20 years of senior-level leadership experience in fiscal stewardship, regulatory compliance, and facilities and operational planning. He most recently served as Vice President of Administrative Services at San Diego City College, where he oversaw a $110 million operating budget and more than $7 million in grant funding. His portfolio included strategic planning, budget development, facilities management, campus safety, contract administration, payroll, human resources, and information technology.

As Chair of the Facilities Strategic Planning Committee, Dr. Parker led the development of a multi-year strategic planning process that guided major capital investments funded through the San Diego Community College District’s $3.5 billion bond program.

Clift Breland. “He understands that budgets are not just financial documents—they are moral documents that reflect our priorities and our commitments to students. John leads with a deep respect for participatory governance, a clear eye toward operational effectiveness, and an unwavering focus on ensuring that our systems, facilities, and fiscal practices ultimately serve student success. I am confident he will be an outstanding partner to our campuses and a strong steward of public trust.”

As a first-generation veteran and underrepresented scholar, Dr. Parker is deeply committed to the mission of California community colleges and their role in expanding access and opportunity for diverse and underserved populations. He currently serves on the boards of the Jackie Robinson YMCA, the Center for Economic Education, the Urban League, the Umoja Community, and the Neighborhood House Association. Together with his wife of 23 years, Gail Parker, Dr. Parker established the Parker Family Scholarship, which supports students facing structural barriers to educational access and encourages studies in accounting, economics, and finance disciplines.

Dr. Parker holds a Doctorate in Business Administration from Argosy University; a Master of Public Accounting from Arizona State University; an MBA in Finance from the University of Phoenix; a Bachelor of Science in Business Management from the University of Southern California; and two associate’s degrees from Los Angeles Trade Technical College.
