Legislative Priorities for the 2025-26 Academic Year

11 key legislative priorities have been identified for the incoming academic year.

At their Tuesday, March 11, 2025 meeting, the NOCCCD Board of Trustees approved the District’s 2025 State and Federal Legislative Priorities. The Legislative Priorities that NOCCCD releases each year delineate the advocacy efforts that the Chancellor, Department of Public & Governmental Affairs and lobbyists Nossaman will focus on during the legislative session. For 2025, five state-level and six federal-level priorities have been established to reflect some of the main areas in legislation that NOCCCD intends to engage with and advocate for.

Identified legislative priorities address critical needs in the areas of workforce, college readiness, transfer and articulation, financial aid, student success and basic needs, inclusion of noncredit students in appropriate initiatives, as well as general considerations that affect higher education appropriations. The goal is to maximize opportunities for student success, and position NOCCCD to better serve the existing and future workforce needs of the community it serves.
