About Research, Planning and Data Management
The Research, Planning and Data Management Department is dedicated to supporting NOCCCD planning and decision-making through the collection, analysis, and reporting of accurate and comprehensive data and statistics.
NOCCCD fosters a culture of evidence-based and equity-focused decision making. The Research, Planning and Data Management Department works collaboratively with the District’s institutions (Cypress College, Fullerton College, and North Orange Continuing Education) to analyze and present data on current educational trends.
The Department is responsible for District-wide and District-level research and data management, as well as for coordinating and improving practices for the collection, storage, reporting, and use of institutional data. This includes data used in statutory reporting requirements, including the California Community Colleges’ Management Information System (MIS), the Integrated Postsecondary Education Data System (IPEDS), the CCCCO Student-Centered Funding Formula, and for attendance accounting/fiscal apportionment.
Department responsibilities include:
- Ensuring compliance with state and federal reports including IPEDS and MIS
- Directing and coordinating institutional research information exchanges between the colleges within the District
- Ensuring the Chancellor, Executive Team, and the Board of Trustees receive needed data and information for decision- making
- Developing and administering District-wide surveys, including campus climate surveys
- Setting standard definitions and parameters for conducting research throughout the District
- Conducting District-wide research on student, employee, and community demographics and outcomes
- Coordinating the development and evaluation of district-wide strategic planning efforts

Institutional Effectiveness Coordinating Council (IECC)
The IECC is a participatory governance committee whose primary responsibility is to make recommendations to District Consultation Council on policies, planning, and other matters related to accreditation and mandated reporting.
