STUDY SESSION: BROWN ACT – Todd Goluba, Partner, Atkinson, Andelson, Loya, Ruud & Romo, facilitated a Board study session on the Brown Act. The study session focused on policies regarding closed session and serial meetings. The presentation highlighted alternatives to CALPERS medical benefits, potential savings, and upcoming campus presentations on February 8, 2019.

Cypress College – Dr. JoAnna Schilling, President
OPENING & FLEX DAY ACTIVITIES – Dr. Schilling shared that equity will be the focus of FLEX Day on January 24, 2019 and Opening Day on January 25, 2019… GROUNDBREAKING CEREMONIES – The President announced groundbreaking ceremonies for the Science, Engineering, and Math Building on February 8, 2019 and Veterans Resource Center on March 15, 2019… STATEWIDE LSP PROJECT – Dr. Schilling commented that the Cypress College Library is one of 11 that will be leading the Statewide Library Services Platform (LSP) Project through the State Chancellor's Office… BABYSITTING – The President invited the Board to a ribbon cutting ceremony on February 1, 2019 in honor of Cypress College, NOCE, and the Boys and Girls Club of Cypress collaborating to support short-term babysitting services.
Fullerton College – Dr. Greg Schulz, President
SPRING CONVOCATION – Dr. Schulz shared that "Creating Pathways of Hope for Our Students" is the theme of Spring Convocation on January 25, 2019… MAS CONFERENCE – The President commented that nearly 1,000 male high school students attended the Annual Males Achieving Success (MAS) Conference at Fullerton College on January 16, 2019… MAJOR DECLARATION DAY – Dr. Schulz announced that Major Declaration Day will return for its second year on March 27, 2019… FULLERTON COLLEGE NIGHT AT ANGEL STADIUM – The President informed the Board that the 4th Annual Fullerton College Night at Angel Stadium will be on April 5, 2019.
North Orange Continuing Education – Valentina Purtell, Provost
WORKFORCE DEVELOPMENT TRAINING – Ms. Purtell commented that 25 NOCE and NOCRC staff members will be trained on the CalJOBS workforce development referral service on January 24, 2019… DATA COLLECTION TRAINING – The Provost shared that, on January 11, 2019, the Office of Institutional Research and Planning provided an overview of MIS data and how it relates to the data collection efforts of the California Adult Education Program (CAEP)… CAREER PATHWAYS DAY – Ms. Purtell announced that Career Pathways Day, which teaches high school students about career education programs at NOCE and industry career pathways, will be on February 26, 2019… FASTRACK REGISTRATION EVENT – The Provost reported that new, continuing, and current NOCE students are invited to complete up to five registration steps at FasTrack on February 28, 2019.

MANAGEMENT RETREAT – District Management Association President Richard Fee commented on the Management Retreat, which included a keynote speaker, breakout sessions, team building exercises, and networking.
NOCE ACADEMIC SENATE UPDATES – NOCE Academic Senate President Tina McClurkin announced the completion of surveys and focus groups regarding the term vs. semester academic year and the implementation of a new syllabus template for faculty.
SPECIAL MEETING – Cypress College Academic Senate President Craig Goralski reported that the Senate will be holding a special meeting on January 31, 2019.
ACCREDITATION – Fullerton College Academic Senate President Josh Ashenmiller commented on the follow-up accreditation report due March 1, 2019.
UNITED FACULTY UPDATES – United Faculty President Dana Clahane reported on the agreement between LA Unified School District and United Teachers LA, the Governor's Proposed Budget, and District negotiations.
CSEA UPDATES – California School Employee Association President Dawnmarie Neate announced that CSEA has a full Executive Board and will be expanding its meetings with teleconferencing.
ADFAC UNITED UPDATES – Adjunct Faculty United President Kent Stevenson commented on the agreement between LA Unified School District and United Teachers LA and the agreement between the District and ADFAC United.

SPRING SEMESTER – Fullerton College Student Trustee Pascual Castillo shared his excitement for the start of the spring semester.
CALPERS MEDICAL UPDATES – Board Member Stephen Blount commented on the CALPERS Medical Updates presentation given by Susan Vogt, Associate Vice President, Keenan and Associates.
EMAIL COMMUNICATIONS – Board Member Molly McClanahan reported on efforts made by Cypress College Campus Communications to follow up with students during registration.
ACTIVITIES – Board Member Ryan Bent shared that he is Chair of the Yorba Linda Library Commission, which breaks ground Summer 2020, and that he will be attending the CCLC 2019 Effective Trusteeship and Board Chair Workshops in Sacramento, CA January 25-27, 2019.
ACCJC CONFERENCE – Board Member Barbara Dunsheath shared that a summative approach to accreditation was discussed at the January ACCJC Commission Meeting in Honolulu, Hi.
ACTIVITIES – Board Member Jeffrey Brown reported on Spring Convocation at Fullerton College, officer installation at the CSEA Banquet, and shared a report on workforce development from the Association of Community College Trustees.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
PORTER CONSULTING, LLC – The Board authorized the request to enter into a consulting agreement with Porter Consulting, LLC at an hourly rate of $175 for project management services effective February 1 – December 31, 2019.
CYPRESS COLLEGE PARKING LOT 5 EXPANSION PROJECT – The Board authorized the request to file the Notice of Completion for Bid #1718-24, Parking Lot 5 Expansion project at Cypress College with Golden Bear Construction, Inc. and pay the final retention payment when due.
ANAHEIM CAMPUS 7th & 10th FLOORS TENANT IMPROVEMENTS – The Board approved Change Order Nos. 6 through 8 for Bid #1718-07, Anaheim Campus 7th & 10th Floors Tenant Improvements, with Miller Construction, in the total amount of $162,994.11.
DOSHI DEVELOPMENT, INC. – The Board authorized the request to enter into a Right of Entry Agreement with Doshi Development, Inc. commencing on January 23, 2019.
R2A ARCHITECTURE – The Board authorized the request that the consultant agreement with R2A Architecture be amended and the contract term extended, effective January 1 – June 30, 2019.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Jamie Shew to Tokyo, Japan from February 1 – 8, 2019.
2020 STUDY ABROAD PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Intersession 2020 Study Abroad Program in Cape Town, South Africa.
2019 STUDY ABROAD PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Fall 2019 Study Abroad Program in Kyoto, Japan.
PATHWAYS OF HOPE – The Board authorized the request for Fullerton College to rent the Campus Theatre and College Center Conference Rooms to Pathways of Hope on February 7, 2019 and allow them to sell alcoholic beverages to attendees.
DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and programs.
CALIFORNIA ADULT EDUCATION PROGRAM – The Board authorized the request to enter in to a one-year lease term agreement with Anaheim Place Partners, LP, from February 1, 2019 through January 31, 2020 for the California Adult Education Program (CAEP).
CYPRESS COLLEGE SEM BUILDING & VRC – The Board authorized the request to enter into the Guaranteed Maximum Price agreement, Construction Management at Risk services, with Sundt Companies, Inc. for the new Science, Engineering and Math Building and the new Veteran's Resource Center/Student Activities Center Renovation, including Tribute Garden, Memorial Bridge, Plaza and Pond at Cypress College, effective February 6, 2019 through April 9, 2021.
CYPRESS COLLEGE CURRICULUM – The Board approved the curriculum changes for Cypress College, to be effective Spring 2019 and Fall 2019.
SPONSORSHIP – The Board accepted new revenue from the Sponsorship through the Deputy Sector Navigator – Small Business and Entrepreneurship in the amount of $1,250.00.
PROMOTIONS – The Board approved the promotions of Rebecca Gomez to Cypress College Dean, Health Science, effective January 1, 2019; Kathleen Reiland to Cypress College Dean, Career Technical Education, effective January 1, 2019; Korey Lindley to Cypress College Director, Financial Aid, effective January 1, 2019; Donald Mai to Fullerton College Library Assistant II, effective January 23, 2019; and Miguel Miranda Romero to Cypress College Skilled Maintenance Mechanic, effective January 23, 2019.
RETIREMENT – The Board approved the retirement of Susan Davis, Cypress College Administrative Assistant III, effective January 12, 2019.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
