Chancellor's Report – Dr. Cheryl A. Marshall
SEATING OF NEW TRUSTEE – Fullerton College President Dr. Greg Schulz introduced incoming Student Trustee Pascual Castillo and Board President Jacqueline Rodarte administered the Oath of Office and welcomed Castillo to the Board… Budget Update – Vice Chancellor, Finance and Facilities, Fred Williams presented an update on the State Budget. The presentation highlighted the Conference Committee Revision, FTES projections, and revenue projections.

Cypress College – Dr. JoAnna Schilling, President
WELCOME – Dr. Schilling welcomed incoming Fullerton College Student Trustee Pascual Castillo and incoming Academic Senate President Craig Goralski to the Board… ACKNOWLEDGEMENT – The President congratulated Cypress College faculty member Jolena Grande for being appointed to the California Community Colleges Board of Governors and announced that Mortuary Science Professor David McCament will be featured on the television show "Storage Wars" sharing the history of antique embalming equipment… CAMP CYPRESS – Dr. Schilling commented that the Boys and Girls Club of Cypress will be on campus for Camp Cypress from June 18-21, 2018.
Fullerton College – Dr. Greg Schulz, President
COMMENCEMENT – Dr. Schulz shared that Fullerton College celebrated its largest graduating class with almost 900 students participating in the Commencement Ceremony on May 26, 2018… ONLINE TEACHING CERTIFICATE PROGRAM – The President reported that 40 faculty members participated in the college's Online Teaching Certificate Program in response to an accreditation recommendation related to distance education.
North Orange Continuing Education – Valentina Purtell, Provost
STUDENT SUCCESS EVENT – Ms. Purtell shared that NOCE celebrated its 17th annual Student Success Event at Cypress College on June 6, 2018… ELECTRICAL TECHNOLOGY CURRICULUM – The Provost reported on new electrical technology curriculum to replace the existing partial program with a full training program… PASTRIES WITH THE PROVOST – Ms. Purtell commented that she presented on the proposed new funding formula, CBT recommendations for the District and NOCE, position control for NOCE, and guided pathways to the three NOCE Centers, Academic Senate, Provost's Cabinet, and Administrative Assistant Workgroup during "Pastries with the Provost" in early June 2018… CCCAPPLY WORKGROUP – The Provost announced that the State Chancellor's Office invited NOCE to participate in the CCCApply Workgroup to revise the state application-for-admission web-based tool.

DMA ELECTIONS – District Management Association President Eldon Young reported on DMA elections resulting in three changes to the Executive Board including a new President's Advisory Council Representative, Vice President, and President.
NOCE ACADEMIC SENATE UPDATE – NOCE Academic Senate President Tina McClurkin commented on the summer trimester and fall term student survey, impasse in adjunct faculty negotiations, Faculty Leadership Institute hosted by the Faculty Senate, and web updates.
CC ACADEMIC SENATE UPDATE – Cypress College Academic Senate President Craig Goralski reported on Senate elections, winter intersession survey results and discussion, District Equity and Faculty Hiring Initiative updates, Annual Program Review Report approval, discussions among Senates regarding a "Vote of No Confidence" in Chancellor Oakley, and acknowledgements to outgoing President Bryan Seiling.

ACKNOWLEDGEMENT – Board Member Barbara Dunsheath congratulated Cypress College faculty member Jolena Grande for being appointed to the California Community Colleges Board of Governors, and shared an article written by College of the Canyons Chancellor Dianne Van Hook about the proposed new funding formula.

Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
SEPARATE BANK & INVESTMENT ACCOUNTS – The Board adopted a resolution establishing separate bank, saving, clearing, and revolving accounts pursuant to the California Community College Budget and Accounting Manual as authorized by §84030 of the Education Code, and in accordance with Education Code §58311 of Title 5 of the California Code of Regulations. BUDGET ADJUSTMENTS – The Board authorized the request to make adjustments to the General Fund, Child Development Fund, and Financial Aid Fund revenue and expenditure budgets in accordance with the revised fiscal year 2017-2018 allocations. (The Resolution is available for review in the District's Business Office.)
BUDGET TRANSFERS – The Board authorized the request for the 2017-2018 General Fund and Capital Outlay Fund transfers and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (The Resolution is available for review in the District's Business Office.)
COUNTY SUPERINTENDENT OF SCHOOLS – The Board adopted the resolution authorizing the County Superintendent of Schools to make any necessary transfers between contingencies and expenditure classifications. (The Resolution is available for review in the District's Business Office.)
INSTITUTIONAL MEMBERSHIPS – The Board authorized the request for the Institutional Memberships exceeding $1,000 for the 2018-2019 school year for the organizations listed.
FULLERTON COOPERATIVE AGREEMENT – The Board authorized the request to authorize the Vice Chancellor, Finance & Facilities, to make any needed administrative modifications to the Fullerton Cooperative Agreement.
LAPTOP COMPUTER EQUIPMENT – The Board authorized the request to purchase laptop computer equipment for North Orange Continuing Education in the amount not-to-exceed $137,489.00 plus shipping and tax using the State of California, SYNNEX-NCPA Cooperative Purchasing Program Contract #01-65, to iT1 Source LLC, an authorized Lenovo Computer Dealer.
SUPPORT AGREEMENT – The Board authorized the request to renew a one-year support agreement from CDW-G Technologies, Inc. for Cisco Systems, Inc. network hardware and software beginning July 1, 2018, through June 30, 2019, for a total cost of $103,853.70 plus tax.
LED FIXTURES – The Board authorized the request to purchase the interior and exterior energy efficient LED fixtures from GonLED through the Foundation for California Community Colleges LED Luminaries contract in the amount of $189,186.71.
COPIER EQUIPMENT – The Board authorized the request to utilize the NASPO Valuepoint Master Agreement, Number 3091, State of California Participating Addendum No. 7-15-70-29 with Toshiba America Business Solutions, Inc. for all Toshiba Purchase/Lease copier equipment.
CLASS 3 DISPOSABLE RECORDS – The Board authorized the request for the disposal of Class 3 Disposable Records after July 1, 2018, from the District's Business Office, and the respective Bursar's Office of Cypress and Fullerton Colleges and North Orange Continuing Education pursuant to Title 5, §59020 of the California Administrative Code.
COST ESTIMATING & SCHEDULING SERVICES – The Board authorized the request to enter into Cost Estimating and Scheduling Services for District-wide projects with O'Connor effective July 1, 2018 through June 30, 2021 with an option to renew for additional two (2) years.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for North Orange Continuing Education, to be effective the Fall 2018 trimester.
CC CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2018 and Fall 2019.
FULLERTON EDUCATION PARTNERSHIP AGREEMENT – The Board approved the Fullerton Education Partnership Agreement.
STRATEGIC PARTNER AGREEMENT – The Board approved the Strategic Partner Agreement between the University of Redlands and Fullerton College/NOCCCD.
DISTRICT-WIDE STRATEGIC PLAN – The Board approved the North Orange County Community College District District-wide Strategic Plan 2018-2020.
PROMOTIONS – The Board approved the promotions of Jeanne Thompson to Cypress College Financial Aid Technician, effective July 1, 2018 and Patrick Tuufuli to Cypress College Evaluator Specialist, effective June 13, 2018.
RETIREMENT – The Board approved the retirement of Edward Huber, Fullerton College Theater Production Coordinator, effective June 2, 2018.
