Comments from Members of the Audience

DIVERSITY, EQUITY & INCLUSION – The NOCCCD Latino Faculty and Staff Association, District Office of Diversity and Compliance, and Fullerton College faculty members Jodi Balma and Josh Ashenmiller all expressed support for the Black Lives Matter movement, commented on the need for institutional, anti-racist cultural change, and provided action steps that the District can take to dismantle systemic racism and create an equitable environment for students, faculty, and staff.

ANTI-RACIST – Members of the Fullerton College campus community, including faculty members Kim Orlijan, Aline Gregorio, Mohammad Abdel Haq, and Cynthia Guardado; Students for Equitable Sustainability; and former Student Trustee Scott Begneski commented on the term "anti-racist" and expressed opposition to statements and actions made by Board President Ryan Bent on social media and during past Board meetings.

SALARY – Fullerton College faculty member Markus Burger commented that salary should reflect the value of NOCCCD faculty.

UNDOCUMENTED STUDENTS – The Fullerton College Grads to Be advisory team and Fullerton College United student club requested that the Board of Trustees reaffirm its commitment to ensure that undocumented students feel welcomed, valued, and supported at Fullerton College.

Comments by Members of Chancellor's Staff

Finance & Facilities – Fred Williams, Vice Chancellor
APPRECIATION – Mr. Williams thanked the District's Payroll Department staff for the work they've been doing in response to COVID-19 MOU's… CITIZENS' OVERSIGHT COMMITTEE – The Vice Chancellor announced that NOCCCD is seeking candidates to serve on the Citizens' Oversight Committee for the District's Measure J facilities bond program, and that more information is available on the District website.

North Orange Continuing Education – Valentina Purtell, President
DACA PROGRAM – Ms. Purtell commented on the Supreme Court ruling in favor of the DACA program, as well as reaffirmed NOCE's commitment to serving undocumented students… CARES ACT – The President reported on legal advisory distributed by the State Chancellor's Office establishing eligibility for financial assistance under the CARES Act, which includes noncredit students… 2020-21 Budget – Ms. Purtell commented that the President's Cabinet is working on budget revisions for the 2020-21 fiscal year.

Cypress College – Dr. JoAnna Schilling, President
CCC EQUITY LEADERSHIP ALLIANCE – Dr. Schilling applauded the leadership of Black faculty, staff, and students during this time, as well as announced that Cypress College joined the California Community College Equity Leadership Alliance in partnership with the Race and Equity Center at the University of California… MOBILE APPLICATION – The President shared that the Cypress College mobile application was awarded "Best Student-driven App" and "Best App for Student Engagement" by Appatomy.

Fullerton College – Dr. Greg Schulz, President
CLASSIFIED STAFF APPRECIATION – Dr. Schulz shared that, on June 25, 2020, Classified Senate in conjunction with managers hosted a classified staff appreciation drive-thru event on campus… FALL SEMESTER – The President announced that the Fullerton College class schedule for fall is now available online with registration beginning July 7, 2020.

Comments by Members of the Resource Table

NOCE ACADEMIC SENATE UPDATES – NOCE Academic Senate President Jennifer Oo commented on the recent Supreme Court DACA ruling; NOCE's summer term online and transition to semester schedule beginning in fall 2020; online training for faculty; curriculum updates; anti-racism; and COVID-19 as it pertains to the safe return back to school.

LEADERSHIP ACTIVITIES – Cypress College Academic Senate President Craig Goralski expressed support for the recent Supreme Court DACA ruling, as well as commented on his participation in the California Community College Equity Leadership Alliance; ASCCC Leadership Institute; Cypress College COVID-19 Task Force; and an upcoming Senate meeting to discuss COVID-19 response, equity, diversity, inclusion, anti-racism and social justice for the fall semester.

LEADERSHIP ACTIVITIES – Fullerton College Academic Senate President Kim Orlijan commented on her participation in the campus event "An Open Conversation About Race, Injustice, Our Campus and Our Community" hosted by the USC Race and Equity Center; California Community College Equity Leadership Alliance; 2020 NCORE Conference; and ASCCC Leadership and Curriculum Institutes.

ANTI-RACISM – United Faculty President Christie Diep reported on salary increases, as well as shared a statement written by the Resource Table to the Board of Trustees regarding Board President Ryan Bent's comments on anti-racism at the June 9, 2020 Board of Trustees Meeting.

CONCERNS – CSEA President Dawnmarie Neate expressed concerns regarding executive officer salary increases and contract extensions; Thunderbird Consulting Firm's work developing an organizational structure for the District; and COVID-19 as it pertains to the safe return back to on-site work.

ADFAC UNITED UPDATES – Adjunct Faculty United President Lauren Mata acknowledged the comments made by the public and Resource Table regarding anti-racism, as well as announced that ADFAC United signed an MOU with the District on re-hire rights.

Comments by Members of the Board of Trustees

ANTI-RACISM – Fullerton College Student Trustee Chloe Reyes commented on anti-racism and expressed opposition to statements and actions made by Board President Ryan Bent on social media and during past Board meetings.

STUDENT FORUM – Cypress College Student Trustee Ester Plavdjian shared that Associated Students held a student forum on June 10, 2020 to discuss current events around race and unrest.

VOTING – Board Member Jeffrey Brown expressed support for the recent Supreme Court DACA decision, and encouraged others to reflect their support when they vote in November.

UPDATES – Board Vice President Barbara Dunsheath welcomed NOCE Academic Senate President Jennifer Oo to the Resource Table, echoed Board Member Jeffrey Brown's comments, and reported on organizations, including California Community College Trustees and the Advisory Committee on Educational Services, and the NOCCCD Board Self-evaluation sub-committee.

STUDENT HOUSING – Board Secretary Jacqueline Rodarte commented on a recent CCLC meeting regarding community college student housing.

ANTI-RACISM – Board Member Stephen Blount commented on anti-racism and shared that he does not stand for the mistreatment of any individual or group.

REFLECTION – Board President Ryan Bent reflected on comments made by the public and Resource Table.

Finance & Facilities

TENTATIVE BUDGET FOR FY 2020-21 – The Board approved the Tentative Budget for Fiscal Year 2020-21 for all funds of the District and set a public hearing for October 27, 2020, at the Anaheim Campus Board Room at or about 6:00 p.m. pursuant to §58301 of Title 5, California Code of Regulations, to provide the public with an opportunity to comment on the budget prior to the adoption of the Proposed Budget.

SURPLUS – The Board authorized the request to declare the attached list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items. Proceeds collected by the auction company will be split between the District (55%) and the auction company (45%).

STUDENT INSURANCE – The Board authorized the request to enter into agreements with Anthem Blue Cross and Philadelphia Insurance through Student Insurance for student accident and intercollegiate athletic accident insurance for 2020-21 in the amount of $202,644 for basic coverage and $14,457 for catastrophic coverage, for Cypress College and Fullerton College, effective August 1, 2020.

DISTRICTWIDE NETWORK REFRESH PROJECT – The Board adopted Resolution No. 19/20-23 to authorize the Districtwide Network Refresh Project for an increased cost of $314,539.67 to the original amount of $18,650,875.08 for a new total of $18,965,414.75.

Instructional Resources

AUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the 2020-2021 NOCCCD and Anaheim Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement Addendum.

FJUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the 2020-2021 Cypress College and Fullerton Joint Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement Addendum.

LAUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the 2020-2021 Cypress College and Los Alamitos Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement Addendum.

NOCE CURRICULUM – The Board approved the summary of curriculum changes for NOCE to be effective Fall 2020.

Human Resources

PROMOTION – The Board approved the promotion of Nicole Roberts to NOCE Instructional Assistant/DSS, effective July 1, 2020.

General

EDUCATIONAL & FACILITIES MASTER PLAN – The Board reviewed the updates and revisions to the draft EFMP based on the Board's first reading.

BOARD POLICIES – The Board adopted the proposed, revised Board Policies in Chapter 3.

ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapter 3.

BOARD POLICIES – The Board received the proposed, revised Board Policies in Chapter 3 and directed that they be placed on a future Board meeting agenda.

BOARD POLICIES – The Board received the proposed, revised Board Policies in Chapter 2 and directed that they be placed on a future Board meeting agenda.

BLACK LIVES MATTER RESOLUTION – The Board adopted Resolution No. 19/20-24, Affirm that Black Lives Matter.

FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
