BUDGET TRANSFERS – United Faculty Lead Negotiator and Fullerton College Sociology Professor Mohammad Abdel Haq commented on the agenda item proposing a budget transfer for the purpose of funding services related to fact finding for negotiations.
CYPRESS COLLEGE NURSING PROGRAM – Cypress College Professors Jane Walker and Liz Putman voiced dissatisfaction regarding Nursing Program facilities, equipment, and faculty pay.
FULLERTON COLLEGE COUNSELING – A Fullerton College student expressed concerns regarding meeting with counselors.
APPRECIATION – An NOCE student shared appreciation for the school's administration, staff, and faculty for helping him earn his GED and learn English.
FACULTY CONTRACT NEGOTIATIONS – NOCCCD faculty members and a Fullerton College student expressed concerns regarding faculty contract negotiations.

COVID-19 RESPONSE – Dr. Marshall updated the Board of Trustees on District-wide plans and actions to address the coronavirus (COVID-19) public health crisis… NOCE "STATE OF THE SCHOOL" PRESENTATION – NOCE President Valentina Purtell presented on the "State of NOCE." Presentation highlights included an NOCE purpose video; NOCE student leader testimonial; program updates from the Career Resource Center, I-BEST Program, Trauma-Informed Conference, Distance Education, Community Services, Grads to Be Program, Anaheim Campus Food Pantry, Institutional Research and Planning, and Strategic Planning; and year in review video.

Cypress College – Dr. JoAnna Schilling, President
ACKNOWLEDGEMENT – Dr. Schilling acknowledged Cypress College Campus Safety officers for receiving awards from the California College and University Police Chiefs Association… CONGRATULATIONS – The President congratulated Fullerton College President Dr. Greg Schulz for being recognized with the African American Male Education Network and Development (A2MEND) Educational Leadership Award.

CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski commented on an online hub embedded in Canvas to support students, SLO handbook, Guided Pathways self-assessment document, and campus coronavirus response team and communications.
FULLERTON COLLEGE ACADEMIC SENATE REPRESENTATIONS – Fullerton College Academic Senate President Kim Orlijan shared that the Academic Senate voted to have faculty representation in the Associated Student Senate and Classified Senate, and invited groups to sit on the Academic Senate.
FACULTY CONTRACT NEGOTIATIONS – United Faculty President Christie Diep commented on fact finding, the agenda item related to fact finding for negotiations, and coronavirus (COVID-19) plans and actions concerning faculty.
CSEA CONCERNS – CSEA President Dawnmarie Neate expressed concerns regarding coronavirus (COVID-19) plans and actions affecting classified staff, as well as CEOs' responses to questions pertaining to purchase orders and personnel.
ADFAC UNITED UPDATES – Adjunct Faculty United President John Orr shared that ADFAC United is in the process of hiring a new Executive Director, expressed support for United Faculty and CSEA, and noted that adjunct faculty rehire rights are still under negotiation.

COVID-19 RESPONSE – Fullerton College Student Trustee Chloe Reyes shared student concerns regarding the spread of coronavirus (COVID-19), including students' inability to stay home due to strict attendance policies.
CYPRESS COLLEGE AMERICANA AWARDS – Board Member Stephen Blount commented that he attended the Cypress College Americana Awards at the Disneyland Hotel on February 29, 2020.
CYPRESS COLLEGE ACTIVITIES – Board President Ryan Bent shared that he attended the Cypress College Americana Awards, as well as commended Cypress College Athletics for participating in the "Read Across America" event at Miller Elementary School and supporting the Cypress Little League's Challenger Division.
CYPRESS COLLEGE AMERICANA AWARDS – Board Vice President Barbara Dunsheath reported that the Cypress College Americana Awards raised $300,000 for student scholarships—an $80,000 increase from last year's event.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
BUDGET ADJUSTMENTS – The Board authorized the request to make adjustments to the General Fund revenue and expenditure budgets in accordance with the revised fiscal year 2019-2020 allocations. It is further requested that resolutions be adopted to adjust budgets and authorize expenditures within the General Fund pursuant to the California Code of Regulations Title 5, Section 58308.
BUDGET TRANSFERS – The Board authorized the request for the 2019-2020 General Fund and Capital Outlay Fund transfers netting to the amount of $1,990,462 and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307.
SURPLUS – The Board authorized the request to declare the attached list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.
EDUCATIONAL & FACILITIES MASTER PLAN – The Board authorized the request to increase the contract with Brailsford & Dunlavey by $232,465, for a total of $950,255, for professional services related to the Educational & Facilities Master Plan.
HEALTH FEE – The Board authorized the request to increase the health fee for all Cypress and Fullerton College students by $2 effective Summer 2020. This increase would bring the health fee to $21 per semester, $18 for summer session, and $18 for each intersession. It is further recommended that the Board approve an automated health fee increase whenever the implicit price deflation for state and local government purchase of goods and services calculation produces an increase of $1 above the existing fee; the Health Fee may be increased by $1.
CAMPUSLOGIC INC. – The Board authorized the request to enter into a one-year agreement with CampusLogic Inc. for $137,800 for the subscription services from April 1, 2020 through March 31, 2021.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT EXPANSION – The Board authorized the request to enter into a Scheduling Agreement with O'Connor for the Fullerton College new Instructional Building and Central Plant Expansion in an amount not to exceed $40,800. The term of the agreement shall be effective March 11, 2020, through December 31, 2023.
CAEP – The Board authorized the request to enter into a one-year lease term agreement with Anaheim Place Partners, LP, at 505 N. Euclid Avenue, (2nd Floor), Anaheim CA 92801 for a total consideration of $222,571.20 from February 1, 2020 through January 31, 2021 for office space for the California Adult Education Program (CAEP) personnel.
NOCE DONATIONS – The Board authorized the request for the NOCE DSS program to accept donations.
CAEP – The Board authorized the request to approve the amended MOU with North Orange County Regional Occupational Program for their California Adult Education Program 2019-2020 and 2020-2021 Regional Budget of $1,079,506.
FULLERTON COLLEGE HORTICULTURE GREENHOUSE – The Board authorized the request to amend the consulting agreement with Gatzke, Dillon, & Balance LLP for an additional $20,000, for a total budget of $186,000 and extend the term of the agreement to June 30, 2020 for Public Records Requests and support in preparing negative declaration for the Fullerton College Horticulture Greenhouse.
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Spring 2020, Summer 2020, and Fall 2020.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for North Orange Continuing Education, to be effective Fall 2020.
RETIREMENT – The Board approved the retirements of Cheryl Braden, Fullerton College Library Assistant II, effective March 1, 2020.
ADMINISTRATIVE PROCEDURE – The Board received as information the revised Administrative Procedures in Chapter 3.
BOARD POLICIES – The Board received as a first reading, the proposed, revised Board Policies in Chapter 3.
STATE & FEDERAL LEGISLATIVE PRIORITIES – The Board adopted the recommended state and federal legislative priorities for 2020, and empowered the Chancellor of the North Orange County Community College District to advocate for the interests of the students, staff, and faculty of the District on behalf of the Board.
BOARD REPRESENTATIVE APPOINTMENTS – The Board discussed the current vacancies in Board representative appointments.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
