CSEA CONCERNS – CSEA President Dawnmarie Neate expressed concerns regarding the hiring of professional experts and hourly personnel.
CYPRESS COLLEGE NURSING PROGRAM – Cypress College Professor Liz Putman voiced dissatisfaction regarding Nursing Program facilities and equipment.
RECLASSIFICATION – Several employees commented on the agenda item proposing reclassification of the District Director, Human Resources position to Associate Vice Chancellor, Human Resources.
FACULTY CONTRACT NEGOTIATIONS – Several faculty members and students expressed concerns regarding faculty contract negotiations.

FULLERTON COLLEGE "STATE OF THE COLLEGE" PRESENTATION – Fullerton College President Greg Schulz presented on the "State of Fullerton College." Presentation highlights included course completion rates, associate degrees awarded, and transfers to universities; North Orange Promise; partnerships such as dual enrollment, Pathways of Hope, and OC Transportation Authority; Guided Pathways; equity initiatives; and spotlights on the Athletics Department, Welding Program, Drone Technology Program, Spanish Language Media Certificate, UMOJA Program, A2MEND Chapter, Kindness Campaign, and Commencement 2019.

North Orange Continuing Education – Valentina Purtell, Provost
REORGANIZATION – Ms. Purtell reported on the institution's reorganization process, and thanked the Board of Trustees for approving the reorganization of the NOCE Provost position to NOCE President as well as the NOCE Dean positions to NOCE Vice President, Instruction, and NOCE Vice President, Student Services.
Cypress College – Dr. JoAnna Schilling, President
ACKNOWLEDGEMENT – Dr. Schilling applauded Fullerton College President Greg Schulz for an excellent "State of the College" presentation… AMERICANA AWARDS – The President shared that Cypress College is hosting the Americana Awards at the Disneyland Hotel on February 29, 2020… "Every Student Succeeding" Event – Dr. Schilling thanked Trustee Stephen Blount for connecting Cypress College to the "Every Student Succeeding" event for Cypress schools.

RECLASSIFICATION – District Management Association President Lisa Gaetje commented on the management employee classification review process.
NOCE ACADEMIC SENATE UPDATES – NOCE Academic Senate President Tina McClurkin reported on NOCE hosting the State Academic Senate Executive Team for its meeting on March 6, 2020, as well as faculty certification training for distance education during spring break.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski commented on approval of a LGBTQ+ liaison position, dual enrollment, equity symposium, and future meetings with the Educational and Facilities Master Plan team.
FULLERTON COLLEGE PRIDE – Fullerton College Academic Senate President Kim Orlijan applauded President Greg Schulz for an excellent "State of the College" presentation, and shared pride in working at Fullerton College.
FACULTY CONTRACT NEGOTIATIONS – United Faculty President Christie Diep expressed concerns regarding faculty contract negotiations, as well as reported that the next impasse meeting is scheduled for March 2, 2020.
NOCCCD ORGANIZATIONAL STRUCTURE ANALYSIS – CSEA President Dawnmarie Neate commented on the NOCCCD Organizational Structure Analysis by the Collective Brain Trust, which recommended developing a position control system for classified staff.
ADFAC UNITED UPDATES – On behalf of Adjunct Faculty United President Melissa Medich, CSEA President Dawnmarie Neate shared that the ADFAC United Executive Board will host its meetings at each campus location, and that adjunct faculty are thankful to the District for providing campus office spaces.

FULLERTON COLLEGE PRIDE – Fullerton College Student Trustee Chloe Reyes applauded President Greg Schulz for an excellent "State of the College" presentation and shared pride in being a Fullerton College student.
CYPRESS COLLEGE ACTIVITIES – Cypress College Student Trustee Ester Plavdjian commented on Cypress College activities, including students voting on a partnership with OC Transportation Authority, Student Senate Delegate Assembly training for the General Assembly, Kindercaminata, and the upcoming Americana Awards.
2020 ACCREDITATION INSTITUTE – Board Vice President Barbara Dunsheath reported on the Academic Senate for California Community College's 2020 Accreditation Institute.
2020 CENSUS – Board Secretary Jacqueline Rodarte shared an article regarding the 2020 Census and its impact on community colleges.
OCCCLTF – Board Member Stephen Blount commented on a recent OC Community Colleges Legislative Task Force meeting.
CAMPUS EVENTS – Board President Ryan Bent shared that he attended the Fullerton College Groundbreaking Ceremony on February 20, 2020, and will attend the Cypress College Americana Awards on February 29, 2020.
Finance & Facilities
NONRESIDENT TUITION FEE – The Board voted to set NOCCCD's nonresident tuition fee for the 2020-21 school year at $265 per unit with an additional charge for capital outlay of $33 per unit.
NOSSAMAN LLP – The Board authorized the request to renew the legislative consultant agreement with Nossaman LLP at $6,500 per month for a set retainer, and direct expenses not to exceed $2,000 per year, from February 1, 2020 through January 31, 2022, for a total amount not to exceed $80,000 per year.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT EXPANSION/REPLACEMENT – The Board received information regarding the Guaranteed Maximum Price Agreement, Target Value Progressive Design Build for the new Fullerton College Instructional Building and Central Plant Expansion/ Replacement.
FULLERTON COLLEGE GUIDED PATHWAYS SCALE OF ADOPTION ASSESSMENT – The Board received, as information, the Fullerton College Guided Pathways Scale of Adoption Assessment progress report.
RETIREMENTS – The Board approved the retirements of Carmen Dominguez, Cypress College Vice President, Instruction, effective July 1, 2020; Ruth Sipple, Fullerton College Learning Disabilities Specialist, effective July 1, 2020; and Federico Vazquez, Cypress College Facilities Custodian I, effective April 1, 2020.
PROMOTIONS – The Board approved the promotions of Dulcemonica Delgadillo to NOCE Director, Institutional Research and Planning, effective March 1, 2020, and Rodrigo Santiago Pacheco to Fullerton College Facilities Custodian II, effective March 1, 2020.
BOARD OF TRUSTEES ASSESSMENT – The Board reviewed the Board of Trustees Assessment Instrument and made appropriate changes to the instrument for re-adoption at the March 24, 2020 Board meeting.
BOARD POLICIES – The Board adopted the revised Board Policies in Chapter 3.
STATE & FEDERAL LEGISLATIVE PRIORITIES – The Board discussed the proposed state and federal legislative priorities for 2020, and empowered the Chancellor of the North Orange County Community College District to advocate for the interests of the students, staff, and faculty of the District on behalf of the Board.
PROPOSITION 13 – The Board adopted Resolution No. 19/20-15 in support of Proposition 13, the Public Preschool, K-12, and College Health and Safety Bond Act of 2020.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, March 10, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
