SABBATICAL REPORTS – NOCCCD faculty shared the following sabbatical reports: "Women's Experiences and Perspectives of Training Programs and Careers in Historically Male-Dominated Industry Sectors" presented by Cypress College Professor Doug Sallade; "The Study of Historical Objects of Art and Their Exhibition" presented by Fullerton College Professor Carol Henke; and "Dancing Faces of Bali" presented by NOCE Professor Cathee Mang… ACKNOWLEDGEMENT – Dr. Marshall thanked Trustee Ryan Bent for coordinating a meeting with a nonprofit organization that works with high schools and colleges on pathways through industry connections.

Human Resources – Irma Ramos, Vice Chancellor
COMMUNITY COLLEGE FACULTY JOB SUMMIT – Ms. Ramos announced that community college districts in the region are collaborating to host the City to Sea Community College Faculty Job Summit on December 7, 2019 from 8 a.m. – 2 p.m. at the Anaheim Majestic Hotel.
North Orange Continuing Education – Valentina Purtell, Provost
UNDOCUMENTED STUDENT ACTION WEEK – Ms. Purtell shared that NOCE will be joining colleges across the state in recognition of Undocumented Student Action Week with events and activities on campus from October 14 – 18, 2019… INSTITUTIONAL CULTURE WORKGROUP – The Provost announced that the Institutional Culture Workgroup, consisting of faculty, classified, and management members, had its first meeting and established the goal to identify and promote cultural values of NOCE, build mutual trust, and invite interactions with one another.
Cypress College – Dr. JoAnna Schilling, President
ACKNOWLEDGEMENT – Dr. Schilling congratulated NOCCCD faculty members Doug Sallade, Carol Henke, and Cathee Mang on their sabbatical reports… ATHLETICS – The President announced that Cypress College has four athletic teams—Women's Soccer, Men's Soccer, Water Polo, and Women's Volleyball—in the top ten for the State… TITLE V GRANT – Dr. Schilling shared that, as part of the Developing Hispanic-Serving Institutions Program, the US Department of Education awarded Cypress College a $2.8 million Title V grant intended to improve graduation and transfer rates.
Fullerton College – Dr. Greg Schulz, President
HORNET STUDENT LEADERSHIP CONFERENCE – Dr. Schulz reported that 72 students attended the Fullerton College Hornet Student Leadership Conference at California State University, Fullerton on October 4, 2019… GUIDED PATHWAYS – The President commented that 49 faculty, staff, and students met at Fullerton College on October 5, 2019 to take part in an all-day Guided Pathways planning session… GP CONNECT – Dr. Schulz shared that the college was contacted by the State Chancellor's Office to be featured in GP Connect, a hub for Guided Pathways updates, success stories, and resources… OCTA PARTNERSHIP – Dr. Schulz announced that 2,000 students have ridden free on OCTA buses since the start of the fall semester, totaling more than 34,000 bus rides.
Public Affairs – Kai Stearns Moore, District Director
NCMPR DISTRICT 6 MEDALLION AWARDS – Ms. Stearns Moore announced that the District and NOCE received a combined total of eight Medallion Awards from District 6 of the National Council for Marketing and Public Relations in September 2019… FREE SPEECH OPEN FORUM – The District Director, Public and Governmental Affairs, commented that the first Free Speech Open Forum is at Fullerton College from 2 p.m. – 3:30 p.m. on October 14, 2019.

DMA UPDATES – District Management Association President Lisa Gaetje reported that the Fall Business Meeting for managers across the District is on October 18, 2019, and shared that DMA ad hoc and standing committees have been meeting with Chancellor Cheryl Marshall to discuss policies and protocols that affect managers.
KINDNESS CONFETTI CAMPAIGN – NOCE Academic Senate President Tina McClurkin commented that the Academic Senate kicked off its Kindness Confetti Campaign to participate in acts of kindness among NOCE faculty once a month.
UPDATES – Cypress College Academic Senate President Craig Goralski reported on the September 26, 2019 Senate meeting, Guided Pathways, and the District-wide Educational and Facilities Master Plan.
UPDATES – Fullerton College Academic Senate President Kim Orlijan commented on the October 3, 2019 Senate meeting, the AB 19 taskforce, and the college's Guided Pathways planning session on October 5, 2019.
FACULTY SALARY & BENEFITS – United Faculty President Christie Diep commented on District reserves, as well as faculty salary and benefits.
GUIDED PATHWAYS – CSEA President Dawnmarie Neate reported on the Fullerton College Guided Pathways planning session on October 5, 2019, as well as the need for new jobs to support the Guided Pathways initiative.

CAMPUS UPDATES – Cypress College Student Trustee Ester Plavdjian shared results from the OCTA transportation survey, and announced that the college is partnering with Waymakers to establish a campaign for a smoke-free campus.

COMMUNITY EVENTS – Board Member Molly McClanahan announced that Trustee Barbara Dunsheath is speaking at the League of Women Voters Lunch with the League event on October 24, 2019, and commented on lectures presented at the Fullerton Museum and Cypress College.
CYPRESS COLLEGE LEGACY PROGRAM – Board Member Ryan Bent reported on his involvement with the Cypress College Legacy Program.
ACCJC – Board Member Barbara Dunsheath provided updates from the Accrediting Commission for Community and Junior Colleges on president recruitment and support for Deferred Action for Childhood Arrivals.
CAMPUS ACTIVITIES – Board Member Jacqueline Rodarte commented on a recent Board Retirement Subcommittee meeting, and shared that she is attending the Fullerton College Foundation President's Gala on October 19, 2019.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
BUDGET ADJUSTMENTS – The Board authorized the request to make adjustments to General Fund and Financial Aid Fund revenue and expenditure budgets in accordance with the revised fiscal year 2019-20 allocations and adopt resolutions to adjust budgets and authorize expenditures within the General Fund and Financial Aid Fund pursuant to the California Code of Regulations Title 5, §58308.
2020-21 BUDGET CALENDAR – The Board reviewed the Calendar for the 2020-21 Budget.
2018-19 TRAVEL EXPENSE REPORT – The Board received the agenda item for information only regarding the 2018-19 Travel Expense Report.
PUBLIC SELF-INSURER'S ANNUAL REPORT FOR FISCAL YEAR 2018-19 – The Board reviewed the Public Self-Insurer's Annual Report for Fiscal Year 2018-19, and acknowledge the Estimated Future Liability of $1,699,969 as reported to the State.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLAN EXPANSION PROJECTS – The Board authorized the request to enter into an agreement with TYR in the amount of $459,360 to provide DSA inspection services for the new Instructional Building and Central Plant Expansion projects at Fullerton College for the duration of January 1, 2020 through December 31, 2021.
FULLERTON COLLEGE INSTRUCTIONAL BUILDING & CENTRAL PLANT EXPANSION PROJECTS – The Board authorized the request to enter into an agreement with Twining Consulting in the amount of $417,631.50 to provide material testing and special inspections services for the new Instructional Building & Central Plant Expansion Projects at Fullerton College between January 1, 2020, through December 31, 2021.
FULLERTON COLLEGE FOUNDATION PRESIDENT'S GALA – The Board authorized the request to allow the Fullerton College Foundation to host the President's Gala on the Fullerton College campus on October 19, 2019, and to allow them to serve alcoholic beverages to attendees.
PATHWAYS OF HOPE – The Board authorized the request for Fullerton College to rent the Campus Theatre and College Center Conference Rooms to Pathways of Hope on February 6, 2020, and allow them to sell alcoholic beverages to attendees.
FULLERTON COLLEGE DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and programs.
PUBLIC HEARING – The Board adopted Resolution No. 19/20-07 to conduct a public hearing giving Notice of Intention to grant an easement to Southern California Edison Company to provide underground electrical supply systems for the charging stations at Fullerton College.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective fall 2020.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for North Orange Continuing Education, to be effective winter 2020.
2019-20 BOARD STATEMENT OF LEGISLATIVE PRINCIPLES – The Board discussed the recommended Statement of Legislative Principles for 2019-20.
ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapters 2, 3, and 4.
BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapters 2 and 3.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
