RESPECT – Dr. Marshall shared a statement highlighting the importance of respect in communicating and making decisions about issues, including student equity, competitive salaries, adequate benefit packages, effective hiring practices, an appropriate organizational structure, and the investment of one-time funds.

Cypress College – Dr. JoAnna Schilling, President
CHARGER EXPERIENCE – Dr. Schilling commented that over 1,000 North Orange Promise students participated in the Charger Experience registration week and enrolled in 12 units or more at the college… TWIN-ENGINE MOTION FLIGHT SIMULATOR – The President shared that the college added a new twin-engine reciprocating and turbine motion simulator, and will soon be installing four more FAA certified simulators to enhance student technical skill attainment and increase completion rates… PERSONALIZED E-BROCHURES – Dr. Schilling reported that more than 500 personalized e-brochures have been downloaded from the new career education website, careers.cypresscollege.edu… 2018-19 AWARDS DATA – The President distributed data on the number of degrees and certificates awarded during the 2018-19 academic year.
Fullerton College – Dr. Greg Schulz, President
ACCREDITATION UPDATE – Dr. Schulz reported that the Accrediting Commission for Community and Junior Colleges, Western Association of Schools and Colleges, acted to reaffirm Fullerton College's accreditation for the remainder of the cycle, which lasts until 2024… OCTA BUS PASS LAUNCH EVENT – The President invited the Board to attend the public launch of the college's new partnership with OCTA on September 12, 2019… SPANISH LANGUAGE MEDIA CERTIFICATE – Dr. Schulz announced that Fullerton College will be the first and only community college in California to offer a Spanish Language Media Certificate to students… START PROGRAM – The President shared that more than 1,500 new Promise students were welcomed to campus for the inaugural Summer Transition and Registration Time (START) Program from July 8-11, 2019.
North Orange Continuing Education – Valentina Purtell, Provost
SALVATION ARMY HUMAN TRAFFICKING TASKFORCE – Ms. Purtell shared that the North Orange County Regional Consortium is partnering with the Salvation Army Human Trafficking Taskforce to ensure an effective and meaningful pathway for students… ANAHEIM PLEDGE – The Provost commented that the Anaheim Pledge Program at NOCE hosted informational workshops in June and July for students who were unable to attend the Anaheim Pledge Night… SPRING CELEBRATION EVENTS – Ms. Purtell reported that 961 students reached an important momentum in their educational journey at NOCE's Spring Celebration events on June 28, 2019… OPENING DAY – The Provost invited the Board to attend NOCE's Opening Day event at the Anaheim Campus on September 6, 2019.

MERIT SYSTEM ELECTION – District Management Association President Lisa Gaetje thanked academic managers who volunteered to work the Merit System election.
UNITED FACULTY UPDATES – United Faculty President Dana Clahane shared that he attended the California Teachers Association Presidents Conference from July 18-21, and commented on District benefits.
CSEA UPDATES – CSEA President Dawnmarie Neate thanked academic managers and Chancellor Cheryl Marshall for volunteering to work the Merit System election, and reported on District negotiations and an upcoming conference.
ADFAC UNITED UPDATES – Adjunct Faculty United President Kent Stevenson commented on the implementation of AB 119 at NOCCCD, compensation for Human Resources training, and salary bonuses.

MERIT SYSTEM ELECTION – Cypress College Student Trustee Ester Plavdjian provided feedback on the Merit System election.
FULLERTON COLLEGE ASSOCIATED STUDENTS UPDATE – Fullerton College Student Trustee Chloe Reyes reported on fall registration, the upcoming OCTA bus pass launch event, and free feminine products in women's and gender neutral restrooms on campus.
CAMPUS ACTIVITIES – Board Member Ryan Bent commented on campus activities, including NOCE's Commencement, Cypress College's new twin-engine motor flight simulator, and Fullerton College's upcoming OCTA bus pass launch event, as well as the CCLC Excellence in Trusteeship Program.
CYPRESS COLLEGE UPDATES – Board Member Barbara Dunsheath reported on Cypress College's 2018-19 degree and certificate award data, and shared that long-time Cypress College supporter Irv Pickler passed away on July 17, 2019 at the age of 98.
NOCE COMMENCEMENT – Board Member Jacqueline Rodarte shared that she attended NOCE's Commencement on June 28, 2019.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
ANAHEIM CAMPUS 7th & 10th FLOOR TENANT IMPROVEMENTS – The Board authorized the request to file the Notice of Completion for Bid #1718-07, Anaheim Tower 7th & 10th Floors Tenant Improvements with Paul C Miller Construction Co., Inc. and pay the final retention payment when due.
CAMBRIDGE WEST PARTNERSHIPS, LLC – The Board authorized the request to approve the new consulting agreement with Cambridge West Partnerships, LLC effective August 26, 2019 through October 31, 2020, for total fees not to exceed $246,000.
CHARGEPOINT – The Board authorized the request to enter into a purchase agreement with ChargePoint to purchase an additional 44 charging stations, and the associated installation and service in the amount of $250,244.36. The term of the agreement shall be effective July 24, 2019 through December 31, 2020.
INTERACT COMMUNICATIONS, INC. – The Board authorized the request to enter into a contract with Interact Communications, Inc. in the amount not to exceed $234,930 to provide digital collateral refresh and media buying. The contract will begin July 24, 2019 through June 30, 2020.
INTERACT COMMUNICATIONS, INC. – The Board authorized the request to enter into a contract with Interact Communications, Inc. in the amount not to exceed $138,050 to provide short videos, pay-per-click and radio campaign and additional website development. The contract will begin July 24, 2019 through June 30, 2020.
CYPRESS CHAMBER OF COMMERCE COMMUNITY FESTIVAL MIXER – The Board authorized the request to allow the Cypress College Foundation to host the Cypress Chamber of Commerce Community Festival Mixer on the college campus on July 25, 2019 and to allow them to serve alcoholic beverages.
NORTH ORANGE COUNTY CHAMBER OF COMMERCE SUNSET MIXER – The Board authorized the request to allow the Fullerton College Foundation to host the North Orange County Chamber of Commerce Sunset Mixer on the college campus on August 21, 2019 and to allow them to serve alcoholic beverages.
SUMMER 2020 STUDY ABROAD PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Summer 2020 Study Abroad Program in Kyoto, Japan.
FALL 2020 STUDY ABROAD PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Fall 2020 Study Abroad Program in Rome, Italy.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Dani Wilson and Kristen Wiederholt to Helsinki, Finland on September 24-27, 2019.
FULLERTON COLLEGE DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and programs.
NORTH ORANGE COUNTY REGIONAL OCCUPATIONAL PROGRAM – The Board authorized the request to enter into an agreement with the North Orange County Regional Occupational Program to reimburse them in compliance with the approved proposal from the North Orange County Regional Consortium under the California Adult Education Program in an amount not to exceed $138,240.
STUDENT INSURANCE – The Board authorized the request to enter into agreements with Anthem Blue Cross and Philadelphia Insurance through Student Insurance for student accident and intercollegiate athletic accident insurance for 2019-20 in the amount of $201,006 for basic coverage and $13,119 for catastrophic coverage, for Cypress and Fullerton Colleges, effective August 1, 2019.
DISTRICTWIDE NETWORK REFRESH PROJECT – The Board adopted Resolution No. 2019/20-01 authorizing the Districtwide Network Refresh Project in the amount not to exceed $18,650,875.08. (The Resolution is available for review in the District's Business Office.)
AMENDMENT TO AUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment to the 2018-2019 NOCCCD and Anaheim Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
AMENDMENT TO FJUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the amendment of the 2018-2021 NOCCCD and Fullerton Joint Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
NOCE STUDENT EQUITY PLAN – The Board approved the NOCE Student Equity Plan.
PROMOTION – The Board approved the promotion of Fatima Villegas to Financial Aid Coordinator, effective July 1, 2019.
MERIT SYSTEM ELECTION RESULTS – The Board, in accordance with Education Code Section 88051, certified the July 18, 2019 Merit (Civil Service) System election results as presented by the tabulation committee on July 19, 2019.
TRUSTEE ABSENCE – The Board adopted Resolution No. 19/20-02, Trustee Absence, verifying that Trustee Ryan Bent was absent on June 25, 2019 due to hardship.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
