GRIEVANCES – NOCE High School Records Technician Cathy Johnson responded to employee grievances raised by CSEA at the May 28, 2019 Board meeting.
BENEFITS – Cypress College Professors Christie Diep and Linda Borla, Fullerton College Professor Mohammad Abdel Haq, and District Director, Human Resources, Julie Kossick commented on the District's potential change from the healthcare provider CalPERS to SISC.
SHERBECK FIELD – Several residents of Fullerton expressed opposition to the Sherbeck Field Improvements Project at Fullerton College.
HOUSING & FOOD INSECURITY – A Fullerton community member and a Fullerton College student voiced desire for housing and food insecurity priorities and action on NOCCCD campuses.
MERIT SYSTEM – CSEA Merit System Committee Member Phi Tran expressed his concerns regarding the NOCCCD Merit System election.

Cypress College – Dr. JoAnna Schilling, President
CHARGER EXPERIENCE PROGRAM – Dr. Schilling commented that the Charger Experience Program is hosting orientations the week of June 24 to inform new students of Pledge/Promise requirements and prepare them for registration in July 2019… SALUTE TO AMERICA CELEBRATION – The President announced that Cypress College will host the annual City of Cypress Salute to America Celebration from 4 – 9:30 p.m. on July 3, 2019… KURAGO 2019 TECH CONFERENCE – Dr. Schilling shared that the college's winning ModoLab team attended the Kurago 2019 Tech Conference at MIT and came in second to University of California, Berkeley… LGBTQ PRIDE MONTH – The President reported on a Library display honoring LGBTQ history, as well as a Safe Zone employee training to be released in fall 2019.
Fullerton College – Dr. Greg Schulz, President
WELCOME EVENT – Dr. Schulz shared that the college is preparing to welcome more than 2,000 incoming freshman, many of which are eligible for the North Orange Promise, at an event during the week of July 8, 2019… ASCCC LEADERSHIP – The President announced that Dr. Sam Foster, Fullerton College chemistry professor, has been elected to serve the Academic Senate for California Community Colleges (ASCCC) as the South Representative for the 2019-20 academic year… CITY 4TH OF JULY FIREWORKS SHOW – Dr. Schulz commented that the college is partnering with the city of Fullerton to provide the location for the 4th of July fireworks display… PARTNERS IN EDUCATION – The President reported that the Fullerton College Foundation welcomed its Partners in Education members to campus on June 19, 2019 for breakfast and presentations on the college's biotech and cyber security programs, North Orange Promise, and economic impact.
North Orange Continuing Education – Valentina Purtell, Provost
NOCRC NEWSLETTER – Ms. Purtell shared the latest North Orange County Regional Consortium In Action e-newsletter, which is distributed to regional partners across the District… MOBILE APPLICATION – The Provost announced that NOCE is in the process of developing a mobile application, designed by Modo Labs, for students… CCCApply NONCREDIT APPLICATION – Ms. Purtell reported that the California Community College Chancellor's Office launched a CCCApply Steering Committee to develop and pilot a CCCApply Noncredit Application… FERPA IN ACTION TRAINING – The Provost commented that NOCE will offer employees an interactive refresher on the Family Educational Rights and Privacy Act (FERPA) at the Anaheim Campus on July 23, 2019.

DMA PLANNING – District Management Association President Lisa Gaetje introduced herself as the new DMA President, and shared that DMA elected new Board members and met with Chancellor Cheryl Marshall to determine priorities for the 2019-20 academic year.
ASCCC LEADERSHIP INSTITUTE – Cypress College Academic Senate President Craig Goralski echoed comments made by the public regarding benefits, and shared that he attended the ASCCC Leadership Institute from June 12-15 in Sacramento, California.
NCORE CONFERENCE – Fullerton College Senate President Kim Orlijan introduced herself as the new Senate President, and reported that 20 representatives from Fullerton College attended the NCORE Conference from May 28 – June 1 in Portland, Oregon.
CSEA UPDATES – CSEA President Dawnmarie Neate reported on the Merit System campaign and committee nominations.
ADFAC UNITED UPDATES – Adjunct Faculty United President Kent Stevenson reported on an upcoming debt clinic at Fullerton College, the NOCE Scholarship Event, as well as negotiations with the District.

FULLERTON COMMUNITY UPDATES – Board Member Stephen Blount shared that he has been sporting his Fullerton College Veterans Golf Classic T-shirt in the community, and commented on a recent Fullerton City Council meeting.
STUDENT BUS PASS PROGRAM & PBS SOCAL – Board Member Molly McClanahan shared statistics on Rancho Santiago Community College District's OCTA student bus pass program, and commented on a PBS SoCal event featuring Dr. Marc Raymond from the NASA Jet Propulsion Laboratory.
NOCE COMMENCEMENT – Board Member Jacqueline Rodarte reported that she will be attending NOCE's Commencement Ceremony on Friday, June 28, 2019.
BOARD AUDIT COMMITTEE – Board Member Jeffrey Brown commented that the Board Audit Committee conducted its first meeting of the current audit session.
Finance & Facilities
TENTATIVE BUDGET FY 2019-20 & PUBLIC HEARING – The Board approved the Tentative Budget for Fiscal Year 2019-20 for all funds of the District. The Board also set a public hearing for September 10, 2019, at the Anaheim Campus Board Room at or about 6:00 p.m. pursuant to §58301 of Title 5, California Code of Regulations, to provide the public with an opportunity to comment on the budget prior to the adoption of the Proposed Budget.
FIVE-YEAR CONSTRUCTION PLAN & FULLERTON COLLEGE MUSIC DRAMA COMPLEX REPLACEMENT FPP – The Board approved the North Orange County Community College District's 2021/22 – 2025/26 Five-Year Construction Plan and adopted Resolution No. 18/19-26, Fullerton College Music Drama complex replacement FPP prepared and submitted in compliance with California Education Code §81800, et. al. and the California Community Colleges Chancellor's Office directives to meet the submittal deadline of July 1, 2019. (The Resolution is available for review in the District's Business Office.)
INNOVATIVE PERFORMANCE SOLUTIONS, INC. – The Board authorized the request to extend the consultant addendum with Innovative Performance Solutions, Inc. in the amount of $151,300, bringing the total agreement to $235,300, for services effective July 1, 2019 – June 30, 2020.
ORANGE COUNTY TRANSPORTATION AUTHORITY – The Board authorized the request to enter into an agreement with the Orange County Transit Authority (OCTA) starting July 1, 2019 through June 30, 2022.
JETLINE SYSTEMS – The Board authorized the request for simulation equipment and installation service with Jetline Systems, the vendor of this project, for an amount not to exceed $304,139.23.
STRATA INFORMATION GROUP – The Board authorized the request to amend the master agreement with Strata Information Group based on mutually agreed-upon hourly rate of $170, plus reimbursables, for one year through June 30, 2020.
AUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the NOCCCD and Anaheim Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement 2019-2021.
WUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the NOCCCD and Whittier Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement 2019-2021.
COLLEGE STUDENT EQUITY PLANS – The Board approved the Cypress College and Fullerton College Student Equity Plans.
NOCE STUDENT EQUITY PLAN – The Board received as information the NOCE Student Equity Plan.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2019 and Fall 2020.
NEW REVENUE & RESOLUTION – The Board authorized the request to accept new revenue from the California Community Colleges Chancellor's Office in the amount of $1,666,666 and adopt a resolution to accept new revenue and authorize expenditures within the General Fund, pursuant to the California Code of Regulations Title 5, §58308.
RETIREMENTS – The Board approved the retirements of John Alexander, Cypress College Automotive Technology Instructor, effective July 1, 2019, and Richard Kirkham, Fullerton College Speech Instructor, effective August 5, 2019.
PROMOTIONS – The Board approved the promotions of Adam Critchlow to Fullerton College Theater Production Coordinator, effective June 26, 2019, and Teresa Sestito to Cypress College Athletic Equipment Coordinator, effective July 1, 2019.
MERIT SYSTEM – The Board adopted the voting process for the proposed establishment of a Merit System.
SHERBECK FIELD EIR – The Board did not extend the close of the Sherbeck Field Environmental Impact Report (EIR) 45-day public review period.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
TECHNOLOGY & CAMPUS ONLINE EDUCATION EFFORTS – The Board conducted a study session to discuss technology and campus online education efforts. Presentation highlights included District Information Services and campus updates, as well as online education programs. Click here to view the presentation.
