CYPRESS COLLEGE CYBERSECURITY – Student Daniel Kim and faculty member Ben Izadi shared an update on the Cypress College Cybersecurity Program, including dual enrollment, camps, national competition, and industry and college certificates.

SEATING OF NEW TRUSTEE – Cypress College President JoAnna Schilling introduced incoming Student Trustee Ester Plavdjian and Board President Jeffrey Brown administered the Oath of Office… FULLERTON COLLEGE MEN'S BASKETBALL – Fullerton College President Greg Schulz introduced the Men's Basketball team and congratulated the team for winning the CCCAA State Championship on March 17, 2019.

Cypress College – Dr. JoAnna Schilling, President
FITE CLUB – Dr. Schilling reported that, on March 21, 2019, the Cypress College FITE Club for formerly incarcerated students hosted an event to share stories and discuss the need for prison reform… YOM HASHOAH – The President announced that the 4th Annual Yom HaShoah event on April 24, 2019 will feature a panel interview with Holocaust survivors Betty Cohen and Lou Fogelman… CCC BOARD OF GOVERNORS – Dr. Schilling shared that Thomas Epstein, President of the California Community Colleges Board of Governors, will be visiting Cypress College on March 28, 2019… EMERGENCY DRILL – The President informed the Board that the college will participate in a "Shelter in Place" drill at 10:15 a.m. on April 2, 2019.
Fullerton College – Dr. Greg Schulz, President
MEN'S BASKETBALL – Dr. Schulz announced that the Men's Basketball team won the CCCAA State Championship on March 17, 2019… TEACHER OF THE YEAR – The President informed the Board that Geography Professor Aline Gregorio was selected as Fullerton College's Teacher of the Year… OCTA REFERENDUM – Dr. Schulz shared that Associated Students passed a resolution to float a student referendum seeking to place a transportation fee on their spring ballot… HOMELESSNESS 101 – The President reported that Fullerton College hosted 150 attendees at the Homelessness 101 seminar on March 19, 2019.
North Orange Continuing Education – Valentina Purtell, Provost
LEGISLATIVE VISIT – Ms. Purtell shared that she joined Chancellor Cheryl Marshall, Vice Chancellor of Finance and Facilities Fred Williams, Fullerton College President Greg Schulz, and Nossaman Policy Advisor Ashley Walker for legislative visits in Sacramento, CA on March 21, 2019… OUTREACH – The Provost informed the Board that, during the months of March, April, and May, the NOCE outreach team will attend more than 40 open houses, family festivals, and K-12 district parent meetings to share information about NOCE programs, services, and enrollment… ANAHEIM PLEDGE NIGHT – Ms. Purtell announced that NOCE will host Anaheim Pledge Night on May 2, 2019 for students interested in joining the 2018-19 cohort… CITIZENSHIP FAIR – The Provost commented on the recent Citizenship Fair hosted at the Anaheim Campus with Orange County Communities Organized for Responsible Development, World Relief, Public Law Center, Council on American-Islamic Relations, and the New Americans Campaign.

2019-20 ACADEMIC YEAR – District Management Association President Richard Fee shared that DMA is preparing for the 2019-20 academic year.
NOCE ACADEMIC CALENDAR – NOCE Academic Senate President Tina McClurkin announced that NOCE will be transitioning from the trimester to semester academic calendar in the fall of 2020.
NEW POSITIONS – Cypress College Academic Senate President Craig Goralski commented on the approval processes for new positions within the District.

UF UPDATES – United Faculty President Dana Clahane shared support for both Cypress College and Fullerton College Academic Senates' sentiments on the hiring of new positions, welcomed Ester Plavdjian as the new Cypress College Student Trustee, commented on a comparability framework agreed upon in 2013 and an upcoming math conference, congratulated the Fullerton College Men's Basketball team on winning the CCCAA State Championship, and announced upcoming UF elections.
NEW POSITIONS – CSEA President Dawnmarie Neate shared support for both Cypress College and Fullerton College Academic Senates' sentiments on the hiring of new positions and noted the need for additional classified staff to support new management positions.
ADFAC UPDATES – Adjunct Faculty United President Kent Stevenson promoted the upcoming California Part-Time Faculty Association Spring Conference, and commented on the approval processes for new positions within the District and the new funding formula.

ASSOCIATED STUDENTS UPDATES – Cypress College Student Trustee Ester Plavdjian shared information on upcoming Associated Students activities and events including: General Assembly, Benefits Sticker, Representative Fee, Associated Students Retreat and Banquet, and Associated Students' plan for expansion.
UPDATES – Fullerton College Student Trustee Pascual Castillo congratulated the Fullerton College Men's Basketball team on winning the CCCAA State Championships, shared that he plans to attend General Assembly, and welcomed Ester Plavdjian as the new Cypress College Student Trustee.
COMMUNITY ACTIVITIES – Board Member Stephen Blount commented on the Cypress College Veterans Resource Center Groundbreaking Ceremony on March 15, 2019 and a recent Regional Military Affairs Committee meeting.
UPDATES – Board Member Molly McClanahan shared that she watched the Fullerton College Men's Basketball State Championship game online, attended the Homelessness 101 seminar at Fullerton College on March 19, 2019, and promoted the documentary Freedom Writers, which airs on March 28, 2019.

Finance & Facilities
GEOTECHNICAL SOLUTIONS, INC. – The Board authorized the request to enter into an agreement with Geotechnical Solutions, Inc. to provide geotechnical services during the construction phase for the new SEM, VRC & SAC project at Cypress College for the duration of March 1, 2019, through June 30, 2021.
TWINNING CONSULTING – The Board authorized the request to enter into an agreement with Twinning Consulting in the amount of $280,005 to provide material testing and special inspection services for the new SEM & VRC/SAC projects at Cypress College for the duration of March 1, 2019, through June 30, 2021.
ECONOMIC MODELING, LLC – The Board authorized the request to enter into an agreement with Economic Modeling, LLC in the amount of $292,500 for a three-year agreement starting April 1, 2019, through March 31, 2022.
PORFOLIUM, Inc. – The Board authorized the request to piggyback on the Master Subscription Agreement between Porfolium, Inc. and the Foundation for California Community Colleges to purchase subscription from Porfolium, Inc. in the amount of $360,000 for a three-year subscription from April 1, 2019, through March 31, 2022.
NORTH OC REGIONAL OCCUPATIONAL PROGRAM – The Board authorized the request to approve the North Orange County Regional Occupational Program to utilize California Adult Education Program funds in the amount of not to exceed $137,211.
THUNDERBIRD LEADERSHIP CONSULTING – The Board authorized the request to enter into agreements with Thunderbird Leadership Consulting in the amount of $137,068 from April 1 – October 31, 2019.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2019.
RETIREMENT – The Board approved the retirement of Gina Marrocco, Cypress College Administrative Assistant II, effective July 8, 2019.
BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapters 2, 3, and 7, and the new Administrative Procedure in Chapter 7.
CCC BOARD OF TRUSTEES BOARD OF DIRECTORS – The Board marked its ballot for the California Community College Board of Trustees Board of Directors election at this time.
BOARD OF TRUSTEES ASSESSMENT INSTRUMENT – The Board adopted the revised Board of Trustees Assessment Instrument, initially adopted August 26, 1997, and last revised March 28, 2017, which will be distributed at the April 9, 2019 Board meeting.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
The Board meeting adjourned in memory of Brenda Lopez, a recent NOCE Disability Support Services student who passed away.
The next regular meeting of the NOCCCD Board of Trustees will be held at 6:45 p.m. Tuesday, April 9, in Room 229 of the College Center, Fullerton College, 321 E. Chapman Avenue, Fullerton.
