NOCE ANNUAL REPORT & INSTITUTIONAL EFFECTIVENESS REPORT – NOCE Provost Valentina Purtell and Interim Director, Institutional Research and Planning, Dulce Delgadillo presented the campus' Annual Report and Institutional Effectiveness Report. The presentation featured program highlights and data, student success profiles, data collection methods, and institutional effectiveness indicators.

#REALCOLLEGE SURVEY – Dr. Schilling reported initial results from the #RealCollege Survey on hunger and housing insecurity… CCAP GRANT – The President announced that Cypress College received a $1.43 million California College and Career Access Pathways (CCAP) grant to facilitate a new K-12 dual enrollment pathway in the field of cybersecurity… IDEATHON – Dr. Schilling commented that the college is partnering with ModoLabs to host a competition for students to present technology and business ideas via a mobile platform… VRC GROUNDBREAKING CEREMONY – The President shared that the Veterans Resource Center Groundbreaking Ceremony is on March 15, 2019.

FULLERTON EDUCATION PARTNERSHIP – Dr. Schulz shared that educational leaders from Fullerton Joint Union High School District, Fullerton College, and California State University, Fullerton, signed the Fullerton Education Partnership on February 28, 2019… UNDERSTANDING & ADDRESSING HOMELESSNESS – The President commented on the Hope Center report titled "California Community College #RealCollege Survey," and promoted the upcoming campus event Homelessness 101… KINDERCAMINATA – Dr. Schulz reported that nearly 1,500 kindergarteners visited Fullerton College on March 8, 2019 for the 24th annual KinderCaminata event… WOMEN'S FORUM – The President announced that Ada Briceno, Chair of the OC Democratic Party, and Katerina Ionnides, Chair of the OC Young Democrats, discussed women in politics and the "blue wave" in Orange County at the annual Women's Forum on March 11, 2019.
North Orange Continuing Education – Valentina Purtell, Provost
DIRECTOR OF CAMPUS SAFETY – Ms. Purtell announced that NOCE hired Jesse Toscano as its first permanent Director of Campus Safety for the Anaheim Campus… COLLEGE PREPARATION COURSES – The Provost shared that in light of AB 705, and in collaboration with the credit colleges, the NOCE Basic Skills Program is offering remedial math courses at the NOCE Cypress Center this spring… OC TEACHER OF THE YEAR NOMINEE – Ms. Purtell revealed that NOCE selected Riffat Md Ahmed, computer applications instructor, to be its 2020 OC Teacher of the Year nominee… DSS TRANSITION NIGHT – The Provost reported that the annual NOCE DSS Transition Night will be on March 20, 2019 from 6 – 9 p.m. at Cypress College.

CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski reported on Guided Pathways, the Program Review Chair job description, assigning faculty to the District Director of Professional Development hiring committee, and uses of drone technology.
CSEA UPDATES – CSEA President Dawnmarie Neate commented on professional experts, hourlies, and classified staff, as well as accommodations for employees with diverse abilities.
CPFA SPRING CONFERENCE – Adjunct Faculty United President Kent Stevenson announced the California Part-Time Faculty Association Spring Conference at Fullerton College on April 6, 2019.

STUDENT BASIC NEEDS – Fullerton College Student Trustee Pascual Castillo commented on the possibility of an OC Transportation Authority bus pass for students and other basic needs.
CAMPUS ACTIVITIES – Board Member Stephen Blount shared that he attended the Fullerton Education Partnership Signing Ceremony at California State University, Fullerton on February 28, 2019, and that he has been spreading the word about the upcoming Groundbreaking Ceremony for the Veterans Resource Center at Cypress College.
UPDATES – Board Member Molly McClanahan thanked Cypress College President JoAnna Schilling and Fullerton College President Greg Schulz for sharing initial results from the #RealCollege Survey, and commented on Fullerton College's outreach programs.
FULLERTON EDUCATION PARTNERSHIP – Board Member Ryan Bent shared that he attended the Fullerton Education Partnership Signing Ceremony at California State University, Fullerton on February 28, 2019.
UPDATES – Board Member Barbara Dunsheath shared the theme for this year's Strategic Conversation #20 at Fullerton College on April 9, 2019, and provided highlights from the House of Representative's Committee on Education and Labor's report titled "Don't Stop Believin' (in the value of a college degree)."
RETIREMENT BOARD – Board Member Jackie Rodarte gave a Retirement Board update and shared that the Board will meet again in September 2019.
COLLEGE ADMISSIONS SCANDAL – Board Member Jeffrey Brown commented on the recent 4-year college admissions scandal dominating the news cycle.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
GENERAL FUND TRANSFERS – The Board authorized the request for the 2018-2019 General Fund transfers netting to the amount of $717,252 and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (The Resolution is available for review in the District's Business Office.)
PUBLIC SALE OF PROPERTY – The Board adopted Resolution No. 18/19-16, Authorizing Public Sale of Property. (The Resolution is available for review in the District's Business Office.)
RESOLUTION TO BOARD OF GOVERNORS – The Board approved Resolution No.18/19-17, authorizing the Vice Chancellor, Finance & Facilities or District Director, Purchasing, to submit a copy of the resolution to the Board of Governors seeking a waiver in compliance with Education Code Section 81250 et seq. (The Resolution is available for review in the District's Business Office.)
FULLERTON COLLEGE PARKING LOTS – The Board authorized the request to file the Notice of Completion for Bid #2017-05, Fullerton College Repairs Parking Lots 4, 7 & 8 project with Ben's Asphalt, Inc. and pay the final retention payment when due.
FULLERTON COLLEGE BUILDING 3000 – The Board authorized the request to award Bid #1819-09, Fullerton College Building 3000 HVAC Equipment Replacement Project to ACCO Engineered Systems as the lowest overall responsive and responsible bidder in the amount of $674,580 plus $70,000 Allowance.
FULLERTON COLLEGE UNDERGROUND TUNNEL – The Board authorized the request to award Bid #1819-08, Fullerton College Underground Tunnel Structural Repairs Project to Woodcliff Corporation as the lowest overall responsive and responsible bidder in the amount of $1,352,000 plus $100,000 Allowance.
CYPRESS COLLEGE SEM, VRC & SAC PROJECT – The Board authorized the request to enter into an agreement with Vital Inspection Services, Inc. in the amount of $682,912 to provide DSA inspection services for the new SEM, VRC & SAC project at Cypress College for the duration of March 1, 2019, through April 30, 2021.
OC SUPERINTENDENT OF SCHOOLS – The Board authorized the request to enter into an agreement with the Orange County Superintendent of Schools in the amount of $136,675 through June 30, 2019.
DONATION – The Board authorized the request to accept the donation of a "drone net," and drone-related equipment from Base 11.
LINKEDIN LEARNING – The Board authorized the request to enter into a contract with LinkedIn Learning in the amount of $469,200 for three years starting March 31, 2019 through March 31, 2022.
CUMULUS TECHNOLOGY SERVICES – The Board approved the request to enter into an agreement with Cumulus Technology Services in the amount of $112,500, from March 15 – September 15, 2019.
STUDY ABROAD PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College Spring 2020 Study Abroad Program in London, UK.
ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapters 2 and 3.
BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapters 2, 3, and 7, and the new Administrative Procedure in Chapter 7.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
