ACCE AWARD FOR EXCELLENCE IN CONTINUING EDUCATION – NOCE Disability Support Services (DSS) Counselor Casey Sousa shared that the Academics, Relationships, Independence, Self-Advocacy, and Emotional Health (ARISE) Lab was honored with an Association of Community and Continuing Education (ACCE) Award for Excellence in Continuing Education, and thanked the Board, Provost Valentina Purtell, and members of the ARISE team for their support of DSS and the lab.
FULLERTON COLLEGE KINDNESS CAMPAIGN – Fullerton College Classified Senate Executive Board President Marwin Luminarias, Vice President Jennifer Merchant, and Recording Officer Stephanie Rodriguez recognized Dr. Cheryl Marshall as a Kindness Campaign recipient, and presented the Chancellor with an honorary pin and tumbler.
AMERIGE SITE PROPERTY – Tony Bushala of Bushala Brothers, Inc. and fiduciary Michael Waldo requested that the Board disprove agenda item 3f concerning approval of the Amerige site property bid from Reliance Resources.

ACKNOWLEDGEMENT – Dr. Marshall presented Trustee Ryan Bent with a certificate of completion of the Community College League of California Excellence in Trusteeship Program… CYPRESS COLLEGE ANNUAL REPORT & INSTITUTIONAL EFFECTIVENESS REPORT – Cypress College President Dr. Joanna Schilling presented the campus' Annual Report and Institutional Effectiveness Report. Presentation highlights included the Anaheim Pledge, top feeder high schools, CSU and UC transfer rates, and student success stories… FULLERTON COLLEGE ANNUAL REPORT & INSTITUTIONAL EFFECTIVENESS REPORT – Fullerton College President Dr. Greg Schulz presented the campus' Annual Report and Institutional Effectiveness Report. Presentation highlights included Guided Pathways, Major Declaration Day, workforce development, educational partnerships, and transfer success.

Cypress College – Dr. JoAnna Schilling, President
MORTUARY SCIENCE PROGRAM FEATURED ON TELEVISION – Dr. Schilling announced that the Mortuary Science Program was featured on A&E's "Storage Wars" in the episode "Nowhere to Formaldehyde," which aired on January 30, 2019… BLACK HISTORY MONTH – The President shared upcoming Black History Month events and activities on campus throughout February 2019… VRC GROUNDBREAKING CEREMONY – Dr. Schilling commented that the Veterans Resource Center (VRC) Groundbreaking Ceremony will be held at 9:30 a.m. on March 15, 2019 on the Piazza, and will be followed by the annual Veterans 5K run.
Fullerton College – Dr. Greg Schulz, President
COMMUNITY PARTNERSHIP – Dr. Schulz shared that Fullerton City Councilman Ahmad Zahra visited the campus for a tour and to discuss opportunities for collaboration… BLACK HISTORY MONTH – The President announced upcoming Black History Month events and activities on campus throughout February 2019… INSTRUCTIONAL BUILDING UPDATE – Dr. Schulz provided an update on the Instructional Building Measure J-funded project, including design and features.
North Orange Continuing Education – Valentina Purtell, Provost
SCHOLARSHIP PROGRAM – Ms. Purtell announced the launch of the 2019 NOCE Scholarship Program with more than a dozen scholarship opportunities available to students… STATEWIDE AB 2098 WORKGROUP – The Provost shared that North Orange County Regional Consortium (NOCRC) Director Janeth Manjarrez was selected to serve on the Statewide AB 2098 Workgroup to support immigrant education… COMMUNITY PARTNERSHIP – Ms. Purtell commented that NOCE and NOCRC Disability Support Services are in discussion with OC Asian and Pacific Islander Community Alliance, Inc. regarding developing a partnership to offer mental health counseling services to students.

DMA UPDATES – District Management Association President Richard Fee commented on the Science, Engineering and Math Building Groundbreaking Ceremony and the February DMA meeting which focused on debriefing the Management Retreat.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski reported on the Science, Engineering and Math Building Groundbreaking Ceremony and January Academic Senate meeting focused on curriculum, faculty salary and benefits, and online education initiative.
FULLERTON COLLEE ACADEMIC SENATE UPDATE – Fullerton College Academic Senate member Marcus Wilson shared that he will be representing the Academic Senate at Board meetings while President Josh Ashenmiller is teaching abroad in London during the spring semester.
CCA WINTER CONFERENCE – United Faculty President Dana Clahane shared that he attended the 2019 Community College Association (CCA) Winter Conference from February 8-10, 2019 in San Diego, CA.
ADFAC UNITED AGREEMENT – Adjunct Faculty United President Kent Stevenson reported that the agreement between the District and ADFAC United was approved.

CAMPUS ACTIVITIES – Fullerton College Student Trustee Pascual Castillo commented on campus activities including Community Day, President's Forum, and the possibility of an OC Transportation Authority bus pass for students.
COMMUNITY ACTIVITIES – Board Member Stephen Blount shared that he attended the Community Swearing-in Ceremony for Congressman Gil Cisneros on February 9, 2019; presented Cypress College's Annual Report to the Cypress Chamber of Commerce on February 12, 2019; and attended the Cypress College Science, Engineering and Math Building Groundbreaking Ceremony on February 8, 2019.
CYPRESS COLLEGE SEM BUILDING GROUNDBREAKING CEREMONY – Board Member Molly McClanahan commented on the Cypress College Science, Engineering and Math Building Groundbreaking Ceremony on February 8, 2019.
CCLC EXCELLENCE IN TRUSTEESHIP PROGRAM – Board Member Ryan Bent shared that he completed the Community College League of California Excellence in Trusteeship Program.
CAMPUS EVENTS – Board Member Barbara Dunsheath shared that she is looking forward to the 44th Americana Awards at Cypress College on February 23, 2019 and Strategic Conversation #20 at Fullerton College on April 9, 2019.
BOARD POLICIES SUBCOMMITTEE – Board Member Jacqueline Rodarte reported that the subcommittee on Board Policies is continuing to meet, research, and discuss.
CAMPUS EVENTS – Board Member Jeffrey Brown shared that he attended the CSEA Installation as well as the Cypress College Science, Engineering and Math Building Groundbreaking Ceremony.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
GENERAL FUND & CAPITAL OUTLAY FUND TRANSFERS – The Board authorized the request for the 2018-2019 General Fund and Capital Outlay Fund transfers netting to the amount of $1,222,506 and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (The Resolution is available for review in the District's Business Office.)
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District's Quarterly Financial Status Report ending December 31, 2018, as required by §58310 of Title 5.
QUARTERLY INVESTMENT REPORT AND IRREVOCABLE RETIREE BENFITS TRUST REPORT– The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report ending December 31, 2018.
SURPLUS ITEMS – The Board authorized the request to declare the list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.
RELIANCE RESOURCES – The Board disproved (3-4) the one bid from Reliance Resources in the amount of $320,101.
ALLIANCE OF SCHOOLS FOR COOPERATIVE INSURANCE PROGRAMS – The Board authorized the request to enter into agreements with Alliance of Schools for Cooperative Insurance Programs (ASCIP) to utilize the ASCIP Owner Controlled Insurance Program for construction projects.
RAKA CONSULTING – The Board authorized the request for retroactive approval to enter into agreement with Raka Consulting in the amount of $241,200 through June 30, 2019.
PLANNET CONSULTING – The Board authorized the request to amend Project Management Contract for PlanNet Consulting for an additional contract negotiation scope, in the amount of $8,170.
ANAHEIM CAMPUS 7TH & 10TH FLOORS TENANT IMPROVEMENTS – The Board approved Change Order Nos. 9 through 15 for Bid #1718-07, Anaheim Campus 7th & 10th Floors Tenant Improvements, with Miller Construction, in the total amount of $14,816.11.
FULLERTON COLLEGE BUSINESS-HUMANITIES BUILDINGS – The Board authorized the request to amend the architectural services agreement with R2A Architecture for the Renovation of the Existing Business-Humanities 300- 500 Buildings at Fullerton College in the amount of $35,102 through September 11, 2022.
CENTRAL PLANT EXPANSION PROJECT – The Board authorized the request to amend the design build agreement with BNBuilders, Inc. for the Central Plant Expansion Project increase in scope and cost in the amount of $6,400,000.
CLIFTONLARSONALLEN LLP – The Board authorized the request to extend the consultant addendum with CliftonLarsonAllen LLP in the amount of $65,880 for services effective January 2 – June 30, 2019.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Jenifer Kalamian to Iceland from February 13-19, 2019.
CYPRESS COLLEGE & FULLERTON COLLEGE ACCREDITATION FOLLOW-UP REPORTS – The Board approved the final drafts of the Cypress College Accreditation Follow-Up Report and the Fullerton College Accreditation Follow-Up Report.
VETERANS RESOURCE CENTER GRANT – The Board authorized the request to accept the Veterans Resource Center Grant in the amount of $100,000 for the period of July 1, 2018, through December 31, 2020.
PROMOTION – The Board approved the promotion of Paul de Dios to Cypress College Vice President, Student Services, effective February 13, 2019.
RETIREMENTS – The Board approved the retirements of Susana Jianto, Cypress College Computer Information Systems Instructor, effective May 28, 2019, and Lynette Pratt, Fullerton College Disability Support Services Instructor, effective August 1, 2019.
BOARD POLICIES – The Board adopted the revised Board Policies in Chapters 1, 2, and 3.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
