Comments from Members of the Audience

FULLERTON COLLEGE FOOTBALL - Fullerton College student and football player Jaquel Pitts commented on the administrative leave of head football coach Tim Byrnes, and relayed a request for the District to pursue binding arbitration to retrieve season wins and the State title.

HOLIDAY CELEBRATION & TOY DRIVE – Field Representative Christopher Aguilera invited the Board to attend Assemblywoman Sharon Quirk-Silva's Holiday Celebration and Toy Drive from 5 p.m. – 7 p.m. on December 20, 2018 at her District Office in Buena Park.

Chancellor's Report – Dr. Cheryl A. Marshall

ACKNOWLEDGEMENTS – Dr. Marshall thanked Fullerton College Academic Senate President Josh Ashenmiller and CSEA President Rod Lusch for their service on the Resource Table… ADJUNCT FACULTY TRAINING – Dr. Marshall announced upcoming adjunct faculty training dates with compensation on January 22, 2019 and April 16, 2019… ANNUAL AUDITS – The Chancellor reported on the completion of annual audits for the District, NOCCCD Foundation, and Measure X and J Bond Programs.

Cypress College – Dr. JoAnna Schilling, President
PRESIDENT'S HOLIDAY RECEPTION – Dr. Schilling thanked those who attended the President's Holiday Reception on December 5, 2018… GROUND-BREAKING CEREMONIES – The President announced that ground-breaking ceremonies for the new SEM Building and Veterans Resource Center will be on February 8, 2019 and March 15, 2019, respectively … WOMEN'S VOLLEYBALL – Dr. Schilling shared that the women's volleyball team defeated Long Beach City College, earning the team a spot in the State playoffs.… GUIDED PATHWAYS TECHNOLOGY TASKFORCE – The President commented that she is participating on the Statewide Guided Pathways Technology Taskforce to explore the use of technology and data to support and assist community colleges in identifying solutions for Guided Pathways.

Fullerton College – Dr. Greg Schulz, President}
SPRING CONVOCATION – Dr. Schulz invited the Board to attend Spring Convocation on January 25, 2019… FULLERTON COLLABORATIVE – The President shared that he was a guest speaker, presenting the college's Economic Impact Study video and report, at the monthly Fullerton Collaborative meeting on December 10, 2018… TRANSFER CENTER – Dr. Schulz informed the Board that the Transfer Center offered 41 workshops between July and December, 2018, and logged a total of 1,844 student contacts (877 unduplicated) related to "application assistance" between September and November, 2018… FALL CLASSIFIED RECOGNITION AWARD – The President announced that staff member Nicol Tushla received the fall Classified Recognition Award during the Classified Senate's annual Meet and Greet event.

North Orange Continuing Education – Valentina Purtell, Provost
BUILDING CONNECTIONS 2.0 – Ms. Purtell shared that on December 10, 2018, NOCE partnered with Chancellor Cheryl Marshall to host Building Connections 2.0 with the goal of uniting District entities to discuss ways to develop clearer pathways for noncredit students to transition to the credit colleges… TRAUMA-INFORMED LEARNING CONFERENCE – The Provost commented that NOCRC for Adult Education hosted a successful two-day conference focused on trauma-informed communities of learning at the Business Expo in Anaheim, November 28-29, 2018… PASTRIES WITH THE PROVOST – Ms. Purtell reported that managers Jennifer Perez, Janeth Manjarrez, Terry Cox, and Hilda Rivera joined her to present to faculty, staff, and students at all three Centers during "Pastries with the Provost" the first week of December.

DMA HOLIDAY EVENT – District Management Association President Richard Fee thanked Cypress College President JoAnna Schilling, Vice Chancellor of Finance and Facilities Fred Williams, and Vice Chancellor of Educational Services and Technology Cherry Li-Bugg for attending the DMA holiday event on December 7, 2018.

CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski shared that the November 29, 2018 Senate meeting included a presentation on dual enrollment as well as discussion on the ASCCC Fall Plenary Session resolutions, academic freedom and rigor, and curriculum submission and approval procedures.

DISTANCE EDUCATION PLAN – Fullerton College Academic Senate President Josh Ashenmiller announced that the Senate approved the Distance Education Plan at its November 29, 2018 meeting.

CONGRATULATIONS – United Faculty President Dana Clahane congratulated the Board members on their re-election.

ELECTIONS – California School Employee Association President Rod Lusch announced upcoming Executive Board elections on December 12, 2018.

CONTRACT NEGOTIATIONS – Adjunct Faculty United President Kent Stevenson shared concerns regarding contract negotiations.

Comments by Members of the Board of Trustees

FINALS WEEK – Fullerton College Student Trustee Pascual Castillo reported on finals week activities.

EVENTS – Board Member Stephen Blount shared that he attended the Human Resources Open House at the Anaheim Campus on November 28, 2018, and the Housing and Food Insecurities Conference at Compton College on December 7, 2018.

ACTIVITIES – Board Member Molly McClanahan thanked Fullerton College Academic Senate President Josh Ashenmiller and CSEA President Rod Lusch for their service on the Resource Table, and shared that she attended the following events: Fullerton College Holiday Open House on December 4, 2018; Fullerton Collaborative meeting on December 10, 2018; and Cypress College Nursing Pinning Ceremony on December 10, 2018.

PASTRIES WITH THE PROVOST – Board Member Jacqueline Rodarte commended Provost Valentina Purtell for her transparency with employees during the "Pastries with the Provost" event at the Wilshire Center on December 3, 2018.

ACKNOWLEDGEMENT – Board Member Ryan Bent thanked Fullerton College Academic Senate President Josh Ashenmiller and CSEA President Rod Lusch for their service on the Resource Table.

ACTIVITIES – Board Member Barbara Dunsheath thanked Fullerton College Academic Senate President Josh Ashenmiller and CSEA President Rod Lusch for their service on the Resource Table, and shared that she attended the Housing and Food Insecurities Conference at Compton College on December 7, 2018.

CYPRESS COLLEGE STUDENT TRUSTEE – Board Member Jeffrey Brown inquired about the student trustee vacancy for Cypress College.

Finance & Facilities

PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)

FUND TRANSFERS – The Board authorized the request for the 2018-2019 General Fund and Capital Outlay Fund transfers netting to the amount of $2,347,343 and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (The Resolution is available for review in the District's Business Office.)

FUND REVENUE & EXPENDITURE BUDGETS – The Board authorized the request to make adjustments to General Fund, Child Development Fund, and Financial Aid Fund revenue and expenditure budgets in accordance with the revised fiscal year 2018-2019 allocations. (The Resolution is available for review in the District's Business Office.)

ANNUAL AUDITS – The Board received and reviewed the annual audits of the District for fiscal year 2017-2018.

SURPLUS – The Board authorized the request to declare the attached list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.

PUBLIC SALE OF PROPERTY – The Board adopted Resolution No. 18/19-13 Authorizing Public Sale of Property (Amerige Site).

ROOF RESTORATION – The Board rejected the bid for Bid #1819-05, Roof Fluid-Applied Restoration Coating Project Cypress College Building 8 Piazza Deck, and authorized staff to rebid the project at a later date.

INTERLOG CONSTRUCTION – The Board authorized the request to file the Notice of Completion for Bid #1718-19, Anaheim Campus 2nd Floor Counseling Offices & 5th Floor CTE Lab Tenant Improvements with Interlog Construction, and pay the final retention payment when due.

MILLER CONSTRUCTION – The Board approved Change Order Nos. 1 through 5 for Bid #1718-07, Anaheim Campus 7th & 10th Floors Tenant Improvements, with Miller Construction, in the total amount of $7,093.28.

SEAN KHAN CONSULTING COMPANY – The Board authorized the request to increase the purchase cost for the Relocatable Modular Building for Cypress College with Sean Khan Consulting Company, to $587,682.05 plus any applicable tax.

CYPRESS COLLEGE VETERANS RESOURCE CENTER – The Board authorized amending the architectural consultant services agreement with LPA, Inc. for the expansion of the Veterans' Resource Center including the Veterans' Memorial Plaza and renovation of the Student Activities Center project, and increase the contract amount by $147,520.

CYPRESS COLLEGE SEM BUILDING – The Board authorized the request for the Board to authorize amending the architectural consultant services agreement with LPA, Inc. for the Science, Engineering, & Math project at Cypress College, and increase the contract amount by $140,635.

FULLERTON COLLEGE CTE SHOWCASE DAY – The Board retroactively approved Fullerton College to host lunch for the CTE Showcase Day on December 11, 2018, at a cost not to exceed $6,000.

MAS CONFERENCE – The Board authorized the request for Fullerton College to host the MAS Conference on January 16, 2019, at a cost not to exceed $7,000.

OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Deborah Davidson to Mexico City, Mexico from February 6-10, 2019.

Instructional Resources

CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Summer 2019 and Fall 2019. 

FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2019.

General

ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapters 2 and 7.

BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapters 1, 2, and 3. 

TRUSTEE ABSENCE – The Board adopted Resolution No. 18/19-12, Trustee Absence, verifying that Trustee Jacqueline Rodarte was absent on November 27, 2018 due to illness.

FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.

Next Meeting

The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, January 22, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
