Chancellor’s Report – Dr. Cheryl A. Marshall
NOCE ANNUAL REPORT PRESENTATION – Valentina Purtell, Provost, and Dr. Tina King, Director of Institutional Research and Planning, presented the NOCE 2016-17 Annual Report and Institutional Effectiveness Report. The material focused on highlights for the 2016-17 academic year including: accreditation renewal; new name and branding; outreach and student success strategies; and OC Teacher of the Year.

Cypress College - Dr. JoAnna Schilling, President
ACKNOWLEDGEMENTS – Dr. Schilling thanked Provost Purtell for delivering the NOCE Annual Report presentation and the Board for creating the resolution to honor former Cypress College President Dr. Bob Simpson… EVENTS – Dr. Schilling attended the DMA Management Retreat on January 19 and reported that a college staff member and student attended the League of Women Voters’ Luncheon with Trustee McClanahan on January 18… CAMPUS ACTIVITIES – The President shared that her Investiture and the college’s Opening Day events are on Friday, January 26, 2018.
Fullerton College - Dr. Greg Schulz, President
CAMPUS ACTIVITY – Dr. Schulz shared that the college’s Spring Convocation is Friday, January 26, 2018… CSU TRANSFERS – The President reported that Fullerton College is ranked number one for students who transferred to the CSU system as of the 2016-17 academic year.
North Orange Continuing Education - Valentina Purtell, Provost
MEASURE J CONSTRUCTION – Ms. Purtell updated the Board on Measure J construction at the Anaheim Campus including the 7th floor buildout… ANAHEIM CAMPUS SECURITY – The Provost shared that the Anaheim Campus Security Department is now reporting to NOCE as of the 2017-18 academic year… ADULT EDUCATION ADVOCACY – Ms. Purtell reported on advocacy priorities regarding the proposed state budget allocation formula for community college noncredit apportionment.

MANAGEMENT RETREAT – District Management Association President Eldon Young commented on the January 19, 2018 Management Retreat which focused on guided pathways.
HAPPY NEW YEAR – Fullerton College Academic Senate President Josh Ashenmiller and United Faculty President Dana Clahane had no report but wished everyone a Happy New Year.
CSEA EVENT – CSEA President Rod Lusch reported on the upcoming CSEA Officer Installation event.
ADFAC UNITED – ADFAC United President Kent Stevenson announced that Adjunct Faculty United gained a new Board Member; made a monetary donation to both food pantries at Cypress College and Fullerton College; and are preparing for contract negotiations.
Comments by Members of the Board of Trustees
CAMPUS EVENTS – Cypress College Student Trustee Daniel Sebastian and Fullerton College Student Trustee Andrew Washington reported on campus events for the start of the spring semester.
CHARITY EVENT – Board Member Molly McClanahan shared that the nonprofit organization Pathways of Hope is hosting its annual “Look Who’s Dancing” fundraiser at Fullerton College on February 8, 2018.
MEETINGS AND EVENTS – Board Member Barbara Dunsheath announced upcoming campus events including Strategic Conversation #19 and Americana Awards. Dunsheath attended her first ACCJC meeting and will attend the CCLC Conference on Friday, January 26, 2018.
INVESTITURE AND OPENING DAY – Board President Jacqueline Rodarte looks forward to attending Dr. Schilling’s Investiture and Cypress College’s Opening Day events on Friday, January 26, 2018.
Finance and Facilities
PURCHASE ORDERS AND CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office).
GENERAL FUND – The Board authorized the 2017-18 General Fund transfers and adopted the resolution showing the summary. (The Resolution is available for review in the District's Business Office).
NONRESIDENT TUITION FEE – The Board authorized an increase to the nonresident tuition fee for the 2018-19 academic year for the North Orange County Community College District.
FACILITIES RENTAL – The Board authorized Fullerton College to rent the Campus Theatre to Pathways of Hope on February 8, 2018 and allow them to sell alcoholic beverages to attendees.
R2A AGREEMENT – The Board authorized the amendment of the agreement with R2A to provide design development, construction documents, and DSA submittal and plan approval, bid support, construction support, and close-out services. The Board authorized the amendment of the agreement with R2A to increase the contract amount for architectural services. The Board authorized the request to enter into a consultant agreement with R2A for a fixed fee for the Upper Deck Initial Study.
COMMISSIONING SERVICES AGREEMENT – The Board authorized the request to enter into a Commissioning Services Agreement with CBRE/Heery to provide commissioning services for the 7th and 10th floors tenant improvements and to retro commission the Anaheim Campus base building.
PROJECT MANAGEMENT SERVICES – The Board authorized the request to enter into a consultant agreement with Porter Consulting, LLC for project management services effective February 1, 2018 through July 31, 2018.
CURRICULUM CHANGES – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2018.
DONATION APPROVAL – The Board authorized Fullerton College to accept donations to its divisions, departments, and library.
HUNGER FREE CAMPUS INITIATIVE – The Board authorized the request to accept funding of $77,084 in one-time funding for the Hunger Free Campus Initiative in the 2017-18 fiscal year.
PROMOTIONS – The Board approved the promotions of Gonzalo Arenas to Cypress College Instructional Assistant, Learning Resource Center, effective January 15; Crystal Sloan to NOCE Account Clerk II, effective January 24; David Soto to Anaheim Campus Educational Services and Technology Coordinator, effective January 8; and Christopher Taylor to Anaheim Campus IT Project Leader, effective January 24.
RETIREMENT – The Board approved the retirement of Alfonso Flores, Cypress College Facilities Custodian I, effective December 16, 2017.
RESOLUTION NO. 17/18-09 – The Board adopted Resolution No. 17/18-09 honoring Robert Simpson, former Cypress College President, and bestow upon him the distinction of Cypress College President Emeritus.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, February 13, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
