Chancellor’s Report – Dr. Cheryl A. Marshall
DISTRICT TENTATIVE BUDGET - Vice Chancellor of Finance and Facilities Fred Williams and Interim District Director, Fiscal Affairs Kashu Vyas gave the District tentative budget report.
BOB SIMPSON RETIREMENT - Dr. Marshall and Board President Molly McClanahan presented Cypress College President Dr. Bob Simpson with a gift for his retirement. They thanked Dr. Simpson for his years of service to Cypress College.

FINAL PROGRAM REPORTS AND CERTIFICATIONS - Dr. Simpson gave an update on the final program reports at Cypress College and congratulated the programs that were awarded certification…ENROLLMENT – Dr. Simpson reported that Cypress College met its summer 2017 enrollment targets…RETIREMENT – At his last Board Meeting Dr. Simpson thanked everyone for the opportunity to serve as Cypress College President.
Fullerton College – Dr. Greg Schulz, President
SPEAKING ENGAGEMENT – Dr. Schulz and Director of Campus Communications Lisa McPheron attended a speaking engagement by His Holiness the 14th Dalai Lama. The event focused on institutionalizing kindness into the educational system …STATE EDUCATION DISCUSSION – The President attended a discussion focused on education with the current State Treasurer and California gubernatorial candidate John Chiang… SOFTBALL GAME – Dr. Schulz invited everyone to attend and sign up for the Fullerton College mid-summer softball game on July 20… ATHLETIC AWARD– Fullerton College Football member Jordan Hoy was named the 2016-2017 Athlete of the Year by the California Community College Sports Information Association.
School of Continuing Education – Provost’s Report Presented by Martha Gutierrez, Dean of Instruction and Student Services, Anaheim Campus
STRATEGIC PARTNERSHIPS – North Orange County Regional Consortium (NOCRC) presented “Waltzing with WIOA” to demonstrate how adult education can partner with organizations that are funded through the federal Workforce Innovation and Opportunity Act (WIOA) grant… EQUITY CONSORTIUM – SCE’s Director of Institutional Research and Planning Dr. Tina King, participated on the "Equity-Minded Institutional Research Panel" at the 2017 National Consortium on College Men of Color… SAVE THE DATE – Everyone is invited to attend the NOCE Launch on September 8. The event begins at 8:30 a.m. with the Provost’s Investiture followed by the launch of NOCE incorporated into the annual Opening Day event… MANAGEMENT RETREAT– The SCE Management Retreat will be held on August 7, 2017.

BOB SIMPSON RETIREMENT – As this was the last Board of Trustees meeting for retiring Cypress College President Dr. Bob Simpson, Resource Table Members remarked on his many years of service and dedication, and wished him a happy retirement. Speakers included: DMA President Eldon Young, SCE Academic Senate President Adam Gottdank, Cypress College Academic Senate President-Elect Craig Goralski, United Faculty President Dana Clahane, and CSEA President Rod Lusch.
CSEA RATIFICATION – CSEA President Rod Lusch reported that the membership ratified a new position for a District Communications Coordinator.
ADJUNCT FACULTY NEGOTIATIONS – Adjunct Faculty United President Kent Stevenson announced that the union plans to file a complaint of unfair labor practices with Public Employment Relations Board (PERB) regarding the latest round of contract negotiations.

STUDENT TRUSTEES REPORTS – Cypress College Student Trustee Daniel Sebastian and Fullerton College Student Trustee Andrew Washington both congratulated Dr. Simpson on his retirement and reported on summer Associated Students meetings.
EVENT WITH JOHN CHIANG– Board Member Stephen T. Blount reported on his attendance at California Treasurer John Chiang’s Education Roundtable Event hosted at Fullerton College. Also in attendance were Assemblymember Sharon Quirk-Silva, Jose Moreno from Los Amigos, and Benny Diaz from LULAC.
SCE FLAG DAY CELEBRATION – Board Member Ryan Bent and Board President Molly McClanahan both congratulated SCE on an impressive Flag Day Celebration on June 14, 2017.
THANK YOU TO DR. SIMPSON – Each Board Member spoke in appreciation to Dr. Bob Simpson on his years with the District and best wishes for the next phase of his life.
SPRING FOR CYPRESS FUNDRAISER– Board Member Barbara Dunsheath reported on Cypress College’s “Spring for Cypress” fundraising campaign, congratulating the campus on raising an additional $30,000.
Finance and Facilities
TENTATIVE BUDGET 2017-2018 – The Board approved the Tentative Budget for Fiscal Year 2017-18 for all funds of the District. It is also recommended that the Board set a public hearing for September 12, 2017, at the Anaheim Campus Board Room at or about 6:00 p.m. pursuant to §58301 of Title 5, California Code of Regulations, to provide the public with an opportunity to comment on the budget prior to the adoption of the Proposed Budget.
CITIZENS OVERSIGHT COMMITTEE – The Board approved the recommendation that the individuals listed be appointed to serve for a term of two years, and for a maximum of three consecutive terms, without compensation, on the Citizens Oversight Committee for the North Orange County Community College District bond projects.
INSURANCE COVERAGE – The Board authorized the request to renew the property and liability insurance coverage with the Alliance of Schools for Cooperative Insurance Programs (ASCIP) and Schools Excess Liability Fund (SELF) for FY 2017-18.
WORKERS' COMPENSATION COVERAGE – The Board authorized to enter into an agreement with Arthur J. Gallagher & Co. to purchase excess Workers’ Compensation insurance coverage through New York Marine & General Insurance Company beginning July 1, 2017, through June 30, 2019. The final cost will be based on actual payroll amount for each year.
DONATION APPROVAL – The Board approved the recommendation to accept the donation of ninety (90) surplus microscopes to Esperanza High School, Savanna High School, and Bio-Link Depot.
ENERGY EFFICIENT FIXTURES – The Board authorized the request to purchase the energy efficient LED fixtures for the 200 and 1200 Buildings from GonLED through the Foundation for California Community Colleges LED Luminaries contract.
RESOLUTION NO. 16/17-26 – The Board adopted Resolution No. 16/17-26 to approve the Purchase of Optima RX646 Radiographic Unit and Related Equipment manufactured by GE Healthcare. (THE RESOLUTION IS AVAILABLE FOR REVIEW IN THE DISTRICT'S BUSINESS OFFICE.)
CONSTRUCTION PLAN – The Board approved the North Orange County Community College District’s 2019/20-2023/24 Five-Year Construction Plan prepared and submitted in compliance with California Education Code §81800, et. al. and the California Community Colleges Chancellor’s Office directives to meet the submittal deadline of July 1, 2017.
ONLINE SERVICE AGREEMENT – The Board authorized the request to enter into an online service agreement with Cornerstone On Demand, for a four-year period beginning July 1, 2017.
RETIREMENT – The Board approved the phase-in retirement of Carolyn Heath, Fullerton College Earth Sciences Instructor, effective August 28. She will be off in the fall, but teaching in the Spring of 2018.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, July 25 2017, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
