Annual Organizational Meeting of the Board
BOARD OFFICERS – During the meeting, Board officers for 2017 were elected:

Chancellor’s Report – Dr. Cheryl A. Marshall
Dr. Marshall congratulated the Fullerton College football team on winning the State Championship and being named National Champions. She also congratulated Valentina Purtell and Henry Hua on their recent appointments at the School of Continuing Education and Cypress College, respectively.
Lastly, Dr. Marshall reported on her attendance at Cypress College’s December 9 STEM luncheon, and how it was a great reminder of the importance of our work, the incredible people we have serving our students, and the resilience of our students.

NURSES PINNING CEREMONY – 41 new Registered Nurses were pinned at this week’s Nurses Pinning Ceremony…EIR REPORT – The Environmental Impact Report process for Measure J construction projects at the College has concluded with virtually no concerns from the local community, and is on the agenda tonight for review…BUILDING USER GROUP MEETING – An initial meeting was held with the Building User Group for the new Veteran’s Resource Center (VRC). In addition to discussing structural changes needed to accommodate the services housed in the Center, the group also began the process of envisioning the Veteran’s Memorial Plaza, which will be located immediately next to the VRC…SEM BUILDING – Discussions on the new Science, Engineering and Math (SEM) Building are now in the “schematic design” phase to address issues such as lab support, classroom and office access, and faculty office configurations, among others.
Fullerton College – Dr. Greg Schulz, President
FOOTBALL CHAMPS – The Hornets clinched the state championship, which also qualified them to be named national champions…QUIRK-SILVA CEREMONY – The College will host the swearing-in ceremony for Assemblywoman Sharon Quirk Silva on December 17 at 10 a.m….ADOPT AN ANGEL – The EOPS program hosted its annual “Adopt an Angel” event on December 9, to help approximately 100 children of EOPS students…DUAL ENROLLMENT – AB 288 dual enrollment agreements have been completed with Anaheim Union, Fullerton Joint Union and Placentia Yorba Linda High School Districts. Work with Brea Olinda HSD is underway…STUDENTS STUDY ABROARD – Students Arturo Contreras and Zana Gurule were selected to receive the prestigious Benjamin A. Gilman International Scholarship, and will study abroad in Rome this spring…HBCU TOUR – The Umoja program recently sent students on a tour of historically black colleges and universities (HBCU) and to the 12th annual Umoja Conference in Los Angeles.
School of Continuing Education – Valentina Purtell, Interim Provost
RESEARCH REGIONAL GROUP MEETING – SCE hosted the Research and Planning (RP) Group’s CAMP Research Regional meeting focused on the latest trends in institutional research and planning within the California community colleges…EDUCATIONAL PATHWAYS – A series of workshops related to educational and career planning will be offered at Adult Education Block Grant (AEBG) high school labs during the first two weeks of December, and in winter and spring terms. Career Pathways Specialists will schedule one-on-one sessions with all AEBG students…AEBG ADVOCACY UPDATE – North Orange County Regional Consortium (NOCRC) for adult education and SCE recently learned about potential changes to the AEBG. Interim Provost Purtell is working with several partners and stakeholders on forming an advocacy platform in anticipation of the next legislative cycle…Educational Access Workshops – Two information workshops were held on November 28 to reaffirm SCE and the District’s commitment to equal educational access for all community members as well as a dedication to non-discrimination…LIFE AFTER HIGH SCHOOL EVENT – Disability Support Services (DSS) hosted its annual Life After High School event, for more than 100 attendees. Sessions focused on living more independently, relationships and sexuality, job skills and workability, and mobility/community safety.

CONGRATULATIONS TO SCE PROVOST – Several Resource Table members congratulated Valentina Purtell on her appointment as Provost for the School of Continuing Education, including: Olivia Veloz, Adam Gottdank, Brian Seiling, Pete Snyder, Tina Johannsen, and Kent Stevenson.
CONGRATULATIONS TO NEW TRUSTEES – Several Resource Table members congratulated new Trustees Ryan Bent and Ed Lopez on their election to the Board, including: Brian Seiling, Pete Snyder, Tina Johannsen, and Kent Stevenson.
DMA ACTIVITIES – District Management Association (DMA) President Olivia Veloz reported on various issues, including the conclusion of the Management Survey and the organization’s holiday party. She thanked Chancellor Cheryl Marshall and Vice Chancellor Cherry Li-Bugg for their attendance.
BOG NOMINATION – Cypress College Academic Senate President Brian Seiling announced that the group has nominated Professor Jolena Grande to join the California Community Colleges Board of Governors.
IS PRESENTATION – Fullerton College Senate President Pete Snyder thanked District Director of Information Services Deborah Ludford for her presentation to the group, calling it “enlightening.”
JOINT FACULTY SENATE MEETING – United Faculty President Tina Johannsen announced that the annual Joint Faculty/Senate meeting will be held on January 26, 2017.
CSEA INSTALLATION – California State Employees Association President Rod Lusch announced that the group’s officer installation will take place January 28, 2017.
CYPRESS COLLEGE FOOD BANK – Adjunct Faculty President Kent Stevenson reported that the group had decided to support the proposed new food bank at Cypress College.
Comments by Members of the Board of Trustees
CYPRESS COLLEGE STUDENT ACTIVITIES – Cypress College Student Trustee Tanya Washington reported on several campus events, including: Coffee with the Chancellor and Trustees, Legacy Power Hour, Associated Students Appreciation Lunch and Nursing Program Pinning Ceremony.
FoOOTBALL CHAMPIONS – Fullerton College Student Trustee Scott Begneski congratulated the campus’ football team for winning the State Championship.
WELCOME AND CONGRATULATIONS – Trustee Stephen T. Blount congratulated Valentina Purtell on her appointment as SCE Provost, and welcomed new Board Members Ryan Bent and Ed Lopez.
THANK YOU – New Trustee Ryan Bent thanked the District for his warm welcome, and said that he has really enjoyed the events he’s been a part of so far.
HAPPY HOLIDAYS – New Trustee Ed Lopez congratulated Provost Purtell and the new Board officers, and wished everyone a happy holiday.
CYPRESS COLLEGE NURSES – Board President Molly McClanahan reported on her attendance at the Cypress College Nursing Program Pinning Ceremony.
Public Hearing
The Board received comments from the public on initial proposals for a successor agreement submitted by Adjunct Faculty United and the District. Upon the conclusion of the public hearing, the Board adopted the District’s initial proposal.
Finance and Facilities
FUND TRANSFERS – Authorization was given for the 2016-17 General Fund, Bond Building Fund, and Capital Outlay Fund transfer and adoption of the resolution showing the summary.
ANNUAL AUDITS – The Board received and reviewed the annual audits of the District for fiscal year 2015-16.
POOL OF FIRMS – The Board authorized establishing a pool of relocation/moving services firms for District-wide projects.
CYPRESS COLLEGE EIR AND MASTER PLAN – Authorization was given to adopt resolution no. 16/17-09 for the Certification of the Final Environmental Impact Report (FEIR) and Approve Master Plan Projects for Cypress College as set forth in the FEIR effective December 14, 2016.
Instructional Resources
REVISED MISSION STATEMENT – To satisfy accreditation requirements, the Board formally accepted and approved the revised Cypress College mission statement previously approved by the College’s Leadership Team and President’s Advisory Cabinet.
CURRICULUM – The Board approved the curriculum changes for Cypress College and Fullerton College, both effective fall 2017.
EOPS FUNDS – Authorization was given for Fullerton College’s EOPS department to expend funds from both the Fullerton College EOPS categorical budget and the allocated EOPS student equity funds for its 36th annual 2017 recognition ceremony.
MAS CONFERENCE – The Board authorized Fullerton College to host the Males Achieving Success (MAS) Conference on January 19, 2017.
NEW GRANT REVENUE – Approval was given to accept new revenue from the sub-agreement under the ATRE Community College Alternative Fuel and Vehicle Technology Training Enhancement Program (Grant) in the amount of $183,727. Authorization was also given to accept new revenue from the CTE Data Unlocked Initiative Grant in the amount of $50,000.
Human Resources
RETIREMENTS – The Board approved the retirements of Marina Fuentes, Fullerton College Administrative Assistant I, effective December 31, 2016; and Elaine Pearse, SCE ESL Instructional Assistant, effective December 18, 2016.
PROMOTION – The Board approved the promotion of Starla Battiest as an Administrative Assistant III at Fullerton College, effective January 9.
APPOINTMENT OF SCE PROVOST – Ms. Valentina Purtell was appointed to the position of Provost, School of Continuing Education, effective December 14, 2016.
General
RESOLUTIONS – The Board adopted resolutions verifying that Trustees Barbara Dunsheath, M. Tony Ontiveros, and Jacqueline Rodarte, and Student Trustee Scott Begneski, were absent from the Special Board Meeting of November 30, due to hardship.

The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, January 24, 2017, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
