Comments from Members of the Audience
Ron Armale, Cypress College Physical Science Department Chair; Adel Rajab, Biology Department Coordinator; and Raghu Mathur, Chemistry Adjunct Professor; and Jolena Grande, Mortuary Science Instructor, all thanked the Board for supporting Measure J, and spoke in support of a new Science, Engineering, and Math building, rather than renovating the existing facility.
Interim Chancellor’s Report – Fred Williams
Mr. Williams thanked the outgoing Board Officers for their leadership.
CCLC ANNUAL CONVENTION – Mr. Williams also shared that at the recent CCLC Annual Convention, he attended a presentation based on the new book, Redesigning America’s Community Colleges. The premise of the book is that administrators and faculty need to move away from the traditional “cafeteria-style model” of education and embrace “guided pathways.” Mr. Williams has ordered copies of the book and will distribute them to the Board, members of the Resource Table, and District-wide leadership.
BACCALAUREATE IMPLEMENTATION SUPPORT GRANT – The state Chancellor’s Office awarded NOCCCD with a $750,000 Baccalaureate Implementation Support Grant, pending Board of Governor’s approval in January.
Comments from the College Presidents and Provost
Cypress College – Dr. Bob Simpson, President
Dr. Simpson announced that a SWAT team exercise will be conducted on campus on January 21, 2016, and that paperless parking permits will be issued to staff, with a campus-wide rollout expected in summer 2016.
Fullerton College – Dr. Greg Schulz, Interim President
Dr. Schulz thanked faculty, staff and administrators for doing all they can to help students during finals week, and also thanked the Classified Senate for organizing the annual Fullerton College Holiday Open House events on December 1.
School of Continuing Education – Valentina Purtell, Interim Provost
Ms. Purtell shared that the California Department of Education and the State Chancellor’s Office published a report on adult education block grants entitled “Consortia Innovation.” This report features SCE faculty and students on the cover, and will be distributed to the state legislature.

DMA EVENTS – District Management Association President Richard Fee reported on the DMA holiday party, thanked Vice Chancellor Li-Bugg for meeting with the DMA Executive Board, and expressed his support for the Cypress College Thermal Energy Project.
“BORN THIS WAY" – Adam Gottdank, SCE Academic Senate President, noted that Steven Clark, a former DSS student, will be featured in “Born This Way,” a new A&E network series following young adults with Down syndrome.
INSTITUTIONAL EFFECTIVENESS – Cypress College Academic Senate President Jolena Grande reported on her attendance at an Institutional Effectiveness Partnership Institute student panel at Golden West College, and noted that the final fall semester meeting of the Academic Senate will take place on December 10, 2015.
JOINT SENATE MEETING – Pete Snyder, Fullerton College Faculty Senate President, reported on various activities of the Fullerton College Faculty Senate, and informed the Board that a joint senate meeting will take place on January 28, 2016 at Fullerton College. United Faculty President Tina Johannsen reported on her attendance at the Orange County Pathways meeting, and also extended an invitation to the January joint academic senate meeting which will include topics on diversity and bias in the hiring process, the Faculty Obligation Number (FON) from the faculty perspective, and an equivalency round table discussion.
PLANNING MEETING – CSEA President Rod Lusch noted that CSEA held its annual planning meeting on December 7, 2015, and that invitations for their annual installation event would be forthcoming. He also voiced his support for the Cypress College Thermal Energy Project.
TRUSTEE AREA 3 INTERVIEWS – Adjunct Faculty United President Kent Stevenson reported on Adjunct Faculty United’s intent to interview the last three remaining Trustee Area 3 candidates.
Comments by Members of the Board of Trustees
ASSOCIATED STUDENTS – Student Trustee Tanya Washington reported on her attendance at various campus activities including the Afrocentricity presentation hosted by the Black Student Union, Legacy Program, and MEChA. Student Trustee Francisco Aviles Pino expressed his appreciation for on-campus activities like the Wellness Wall and Paws 4 Healing aimed at supporting students during finals week.
NEW CONDUCTOR – Board Vice President Molly McClanahan reported on her attendance at a League of Women Voters event and a Fullerton College choral event where Nicola Bertoni was introduced as the new conductor of the Men’s and Women’s chorales.
CANDIDATE FORUM – Trustee Leonard Lahtinen praised the Fullerton College softball team for collectively volunteering to perform community service, and Provost Purtell for her efforts in leading SCE to explore the possibility of a name change. He encouraged attendance at the January 12, 2016 League of Women of Voters candidate forum at Cypress College, and commended candidate Daniel Billings for steadfastly continuing to attend District Board of Trustees meetings.
HAPPY HOLIDAYS – Trustee Jeffrey P. Brown wished everyone a happy holiday season.
BOARD TRAVEL AND TOTAL COMPENSATION REPORTS – Trustee M. Tony Ontiveros announced that the District has posted the Annual Travel Expense Report and total compensation for the Board of Trustees on its website, and noted that this practice will continue in the future.
Finance & Facilities
GENERAL FUND AND CAPITAL OUTLAY FUND – The Board authorized the 2015-16 General Fund and Capital Outlay Fund transfers and adopted resolutions showing the summary, pursuant to the California Code of Regulations.
CAPITAL OUTLAY FULLERTON COLLEGE SUB-FUND – The Board approved a resolution to close the Capital Outlay Fullerton College Sub-Fund (Fund 4041) with the Orange County Department of Education and to direct any funds subsequently received associated with such Sub-Fund to the Special Reserve/COP (Capital Outlay Projects) Sub-Fund (Fund 4040).
ANNUAL AUDITS – The Board received and reviewed the annual audits of the District for fiscal year 2014-15.
RETIREMENT BOARD – Following the recommendation of the Retirement Board, The Board approved the FUTURIS Public Entity Investment Trust Program Services Agreement with Keenan and Associates and the FUTURIS Trust Administrative Services Agreement with Benefit Trust Company for a term of three years.
CYPRESS COLLEGE CENTRAL PLANT – The Board adopted Resolution No. 15/16-07, California Environmental Quality Act (CEQA) Exemption for Cypress College Central Plant and Thermal Energy Storage Project.
ENVIRONMENTAL PLANNING – Authorization was given to enter into an agreement with Dudek to provide environmental planning and consulting services for environmental review of projects planned during the first 10 years of the Measure J Bond Program at Fullerton College and Cypress College.
CYPRESS SEM BUILDING – The Board approved Option 3: Build a new Science, Engineering and Mathematics Building using Local Bond at New Proposed Location in lieu of renovating the existing building at Cypress College.
ADDITIONAL OFFICE SPACE – The Board was informed that SCE requires additional office space as a result of the Adult Education Block Grant. An action item will be presented to the Board to rent an office at 505 N. Euclid, Anaheim, when more details become available.
CURRICULUM – The Board approved the summary of curriculum changes for Cypress College and Fullerton College, both effective fall 2016.
DONATIONS – The Board also authorized Fullerton College to accept donations to its divisions/departments and library.
GRANT – The Board authorized SCE’s Center for Applied Competitive Technologies (CACT) to be awarded a Deputy Sector Navigator Grant in the amount of $200,000 for 2015-16, and to receive an augmentation of $100,000 to its 2014-15 grant.
STUDENT EQUITY PLANS – The Board approved Cypress College, Fullerton College, and the School of Continuing Education’s 2015 Student Equity Plans.
RETIREMENTS – The Board approved the retirement of Patricia Kishel, Cypress College Marketing Instructor, effective December 13, 2015; Beverly Dymond, SCE Admissions and Records Specialist, effective December 31, 2015; Bonnie Rick, Fullerton College Laboratory Technician, effective February 2, 2016, and John San Roman, District Skilled Maintenance Mechanic, effective December 31, 2015.
