COVID-19 Response

COVID-19

NOCCCD has provided the information below to help in reopening our campuses and sites. If you have a question not addressed in this material, please send your question to covidmandate@nocccd.edu.

North Orange County Community College District Status
Our goal continues to be the safety of our employees, students, and community. The District has reviewed the current COVID-19 situation in Orange County with regard to how those indicators might affect our return-to-campus plans.

Overall, California COVID-19 transmission rates, as well as those for Orange County, are trending downward. In a January 31 update, the California Department of Public Health reported the daily COVID-19 case rate was at 183.1 per 100,000 residents, down about 37% from a peak of 291 per 100,000. Statewide test positivity fell to 14.5% for its lowest reading of 2022, down from a peak of 23% earlier this month.

At NOCCCD we have also made substantial progress, with over 96% of our employees now cleared to be on-site in regards to the vaccine mandate. Cypress College and Fullerton College have over 99% of registered students cleared, and NOCE has 96% of its in-person students cleared. Regular on-site testing has resumed at each campus, with results turned around in one to two days. Taking all of this into account, the District welcomed employees back to on-site work three days a week starting February 7, 2022.

On-Site Employee Testing
The District has arranged for on-site testing at each of our campuses. Offsite or home tests will not be accepted at this time.

On-site PCR tests will be offered as follows:

Cypress College
NOCE Building 18, Room 118 &
Drive-Up: Parking Lot 4
Monday: 9 a.m. - 4:30 p.m.
Tuesday: 9 a.m. - 4:30 p.m.
Wednesday: 6 a.m. - 1 p.m. (Room 118 ONLY)
Thursday: 9 a.m. - 4:30 p.m.
Friday: 9 a.m. - 12 p.m.

Symptomatic individuals can do drive-thru testing in CC Parking Lot 4 during the above times on Mondays,
Tuesdays, Thursdays, and Fridays.
Fullerton College
Building 1000, Room 1018
Monday: 10 a.m. - 4:30 p.m.; Drive-Thru Testing Only from 3 p.m. - 4 p.m.
Tuesday: 10 a.m. - 4:30 p.m.; Drive-Thru Testing Only from 3 p.m. - 4 p.m.
Wednesday: 11 a.m. - 7 p.m.; Drive-Thru Testing Only from 6 p.m. - 7 p.m.
Thursday: 8 a.m. - 4 p.m.; Drive-Thru Testing Only from 3 p.m. - 4 p.m.
Friday: 8 a.m. - 12 p.m.; Drive-Thru Testing Only from 11 a.m. - 12 p.m.

Symptomatic individuals may receive drive-thru testing in the small loading parking lot east of Building 200. Call the
number on the sign (949.375.2433) and someone from Virus Geeks will come out to administer the test. Drive-thru
testing is available: Mondays, Tuesdays, and Thursdays from 3 p.m. – 4 p.m.; Wednesdays from 6 p.m. – 7 p.m.; and
Fridays from 11 a.m. – 12 p.m.
NOCE Anaheim Campus
Room 118
Monday: 11 a.m. - 7 p.m.
Tuesday: 10 a.m. - 4 p.m.
Wednesday: 10 a.m. - 4 p.m.
Thursday: 10 a.m. - 4 p.m.

Symptomatic individuals can park in the lower-level parking circle designated for testing and stay in their car; call the
number on the sign (949.287.9487) and someone from Virus Geeks will come out to administer the test.


The Covid-19 tests are available at no cost to employees, even if they do not have insurance. Results will be available within 48 hours and emailed to the employee.

Health and Safety Protocols
Face Coverings
All NOCCCD employees and students— whether vaccinated or unvaccinated—are required to wear face coverings while on site, with the following exceptions:
  • When working in your own workspace and not within six feet of others
  • Employees who have been approved for accommodations through Human Resources
  • Students who have been approved for accommodations through Student Services

Community members who come on to campus are also asked to wear face coverings at all times.

Employees are expected to bring and wear their own face coverings that meet the CDC guidelines. To the extent such supplies are available, the District/Campus will provide a face covering for employees upon request.

Employees who fail to follow the procedures above may be subject to disciplinary action. Please contact Human Resources if you need more information.

District Cleaning and Disinfection Protocols
The District recognizes the importance of maintaining safe facilities and operations for all employees. The District and campuses will provide information on public hygiene and sanitation to help minimize the spread of the COVID-19 virus, and will ensure that its facilities have the necessary supplies for preventive sanitation measures to the extent that such supplies are available.

  • Custodial teams will clean and disinfect all physical spaces used throughout the day including offices, classrooms, restrooms, conference rooms, elevators, floors, etc.
  • Custodial teams will clean and disinfect frequently-touched surfaces throughout the day including tables, door handles, light switches, sink handles, bathroom surfaces
  • Custodial staff who clean and disinfect the District/Campus sites will be equipped with proper equipment including gloves, eye protection, respiratory protection and other appropriate equipment as required
  • Teams will establish a cleaning and disinfecting schedule in order to avoid both under- and over-use of cleaning products
Positive Case Protocols for Employees
For the safety of the District/Campus community, any employee who has either received a positive COVID-19 test or thinks that they have been exposed to the COVID-19 virus must take the following steps:
  • Employees must notify their immediate management supervisor immediately if:
    • Employee has been diagnosed with COVID-19 virus
    • Employee believes that hey have been exposed to COVID-19 virus per CDC guideline of "being within six feet of someone who is COVID-19 positive or exhibiting symptoms of COVID-19 for a duration of longer than 15 cumulative minutes"
  • The employee will fill out the NOCCCD COVID-19 Employee Questionnaire, located on MyGateway, so that the District can determine the scope of possible exposure to others

  • The Employee Questionnaire serves three purposes:
    • To determine if the situation with the reporting employee meets the exposure criteria as defined by the CDC of "within six feet of others for longer than 15 cumulative minutes"
    • Help trace potential additional on-campus exposures
    • Meet the reporting requirements of California regulations
  • Once completed in MyGateway, the Employee Questionnaire will automatically be sent to:
    • Julie Kossick, Associate Vice Chancellor, Human Resources
    • Tami Oh, District Director, Risk Management
    • Campus President
    • Campus COVID-19 Liaison
  • If it is determined that no on-campus exposure occurred, employee may return to work, perform remote work, or take appropriate leave to quarantine as advised by their immediate management supervisor

  • If it is determined that on-campus exposure may have occurred, or in the event of a positive test, a notification will be sent by the immediate management supervisor or campus Liaison to any on-site employees who meet the exposure criteria as indicated on the Questionnaire

  • If an employee has tested positive for the COVID-19 virus: Beginning 1/1/2021, if an employee has received a positive test and has been on campus, a general notification from Campus Communications will go to campus community within one day of confirmation with basic facts of possible exposure
Vaccine Mandate

The NOCCCD Board of Trustees has instituted a COVID-19 vaccine mandate for all employees and students who take on-site classes. The vaccine mandate is applicable for every person employed by NOCCCD: full time, part time, all faculty, hourly, professional experts, temporary, voluntary employees, and employees who work remotely. To be in compliance with the mandate, employees must be fully vaccinated as of November 1, 2021, or have an HR-approved medical or religious exemption on file.

At the March 22, 2022 Board meeting, the Board of Trustees voted to extend the NOCCCD vaccine mandate to the end of the calendar year (2022), as well as add a booster shot requirement for all employees and students over the age of 12 who access campus and District facilities in-person. This decision was based on guidance from the Centers for Disease Control and Prevention (CDC) that states individuals who are fully "up-to-date" with their vaccine doses—including booster shots—are best protected from getting seriously ill, being hospitalized, or dying from COVID-19.

Given this direction, NOCCCD will immediately begin to revise the protocols and processes for vaccine mandate compliance to include booster doses based on individual eligibility. At this time, please do not resubmit your vaccination documentation showing your booster dose. Our goal is to have employees and students over the age of 12 "up-to-date" with their vaccines as defined by the CDC as soon as possible, but not later than August 15, 2022.

Vaccine Mandate Exemptions

Employees with approved exemptions must undergo weekly COVID-19 testing at one of the NOCCCD sites. Any employee with an exemption who is unable to fulfill their weekly testing obligation will be found out of compliance with the vaccine mandate and addressed by Human Resources.
