SHERBECK FIELD – A Fullerton community member shared some suggestions regarding the Fullerton College Sherbeck Field Improvements Project.
FAMILY SEPARATION AT BORDER – Cypress College faculty member Craig Goralski informed the Board that NOCCCD and its employees are profiting, through CalSTRS and CalPERS, from the policy decisions resulting in the separation of children from their parents along California's Southern border.
CSEA NEGOTIATIONS – Cypress College staff member Rod Lusch commented on CSEA negotiations with the District concerning the retirement benefit for classified staff.
Chancellor's Report – Dr. Cheryl A. Marshall
NORTH STAR AWARDS – Dr. Marshall presented the 2018 North Star Awards, recognizing employees for their outstanding contributions throughout the District, to the following recipients: Norma Alvarado, Deann Burch, Yanet Garcia, Tina King, Miguel Miranda, and Gerald Padilla… FY 2018-19 TENTATIVE BUDGET – Vice Chancellor, Finance and Facilities, Fred Williams and District Director, Fiscal Affairs, Kashu Vyas presented the FY 2018-19 Tentative Budget. The presentation highlighted the District Strategic Directions, FY 2017-18 budget update, and FY 2018-19 tentative budget overview.
Comments from the College Presidents and Provost
Cypress College – Dr. JoAnna Schilling, President
ENROLLMENT MANAGEMENT – Dr. Schilling reported on a recent enrollment management meeting focused on historical trends in course offerings, fill rates, scheduling, extended day budgets, and Tableau reports… SCHOLARSHIPS – The President shared that she and Interim Director, Foundation, Gail Taylor presented two scholarships to Loara High School students who will be attending Cypress College in the fall as part of the 2018-19 Pledge class… CAMP CYPRESS – Dr. Schilling commented that 40 sixth through tenth grade students participated in "Camp Cypress" with the Boys and Girls Club of Cypress from June 18-21, 2018.
Fullerton College – Dr. Greg Schulz, President
CIVIL DISCOURSE & POLITICAL DEBATE EVENT – Dr. Schulz announced that the campus Speech and Debate Team is partnering with the North Orange County League of Women Voters to present an evening of Civil Discourse and Political Debate on July 12, 2018 from 7 p.m. to 9 p.m. in Building 200, Room 224.
North Orange Continuing Education – Valentina Purtell, Provost
WELCOME – Ms. Purtell introduced the new Adult Education Block Grant Director Janeth Majarrez to the Board… STRATEGIC PLANNING EVENT – The Provost shared that more than 70 faculty, staff, and students participated in NOCE's Strategic Planning Event at the Anaheim Campus on June 22, 2018… WORKABILITY III PROGRAM RANKS NO. 1 – Ms. Purtell announced that NOCE's Workability III Program for students with disabilities rates number one in the California according to the Department of Rehabilitation… COMMENCEMENT – The Provost reported that 226 students will graduate with their high school diploma and 405 students will graduate with their career technical education certificate at the NOCE Commencement Ceremony on June 29, 2018.

ACKNOWLEDGMENTS – District Management Association President Eldon Young commended the Chancellor and District Professional Development Department for hosting a successful and productive Managers' Meeting on June 14, 2018.
FON – United Faculty President Dana Clahane commented that he believes the higher Full-time Faculty Obligation Number will have less impact on the District and increase funding.
COLLECTIVE BARGAINING – CSEA President Rod Lusch made a clarification regarding collective bargaining with employee groups.
ADFAC NEGOTIATIONS – Adjunct Faculty United President Kent Stevenson reported on contract negotiations regarding preferred consideration for part-time faculty.

NOCE FLAG DAY CEREMONY – Board Member Ryan Bent reflected on the NOCE Flag Day Ceremony at Cypress College on June 14, 2018.
"SPRING INTO CYPRESS" CAMPAIGN – Board Member Barbara Dunsheath announced that "Spring into Cypress," a Foundation Board-led fundraising campaign, is ongoing through July 30, 2018.
ACKNOWLEDGMENT – Board Member Jacqueline Rodarte congratulated Jean Foster on her promotion to Fullerton College Executive Assistant III, effective July 2, 2018.
Finance & Facilities
FY 2018-19 TENTATIVE BUDGET – The Board approved (5-1) the Tentative Budget for Fiscal Year 2018-19 for all funds of the District. The Board also set a public hearing for September 11, 2018, at the Anaheim Campus Board Room at or about 6:00 p.m. pursuant to §58301 of Title 5, California Code of Regulations, to provide the public with an opportunity to comment on the budget prior to the adoption of the Proposed Budget.
PROPERTY & LIABILITY INSURANCE COVERAGE – The Board authorized the request to renew the property and liability insurance coverage with the Alliance of Schools for Cooperative Insurance Programs (ASCIP) and Schools Excess Liability Fund (SELF) for FY 2018-19.
NOCE LAPTOP COMPUTER EQUIPMENT – The Board authorized the request to purchase laptop computers, computer servers, and computing carts for NOCE in the amount of $188,140.28 plus shipping and tax using the State of California, WSCA-NASPO ValuePoint Cooperative Purchasing Program Contract MNWNC-117/7-15-70-34-007, to iT1 Source, LLC, an authorized Lenovo Computer Dealer.
NOCE AEBG MARKETING – The Board authorized the request to approve the contract with Interact Communications, Inc. for consultant services and development/implementation of a marketing plan for AEBG/NOCRC in the amount of $153,820.
LEGAL SERVICES AGREEMENT – The Board authorized the request to extend the agreement with the law firm Atkinson, Andelson, Loya, Ruud, and Romo, effective July 1, 2018 through June 30, 2019, at the rates listed.
FC INSTRUCTIONAL BUILDING & CENTRAL PLANT EXPANSION – The Board authorized the request to enter into a Commissioning Services Agreement with Enovity for the Fullerton College new Instructional Building and Central Plant Expansion in the amount of $110,578, not inclusive of reimbursables.
DISTRICT-WIDE FURNITURE STANDARDS – The Board authorized the request to approve the Furniture Standards documents to be utilized across the Bond projects as well as for day-to-day purchases.
CAMBRIDGE WEST PARTNERSHIPS, LLC – The Board authorized the request to renew the consulting agreement with Cambridge West Partnerships, LLC, and extend the term of the agreement through August 25, 2019, at the rate of $160 per hour, for total fees not to exceed $121,000.
FC COST ELIMINATING SERVICES – The Board authorized the request to enter into a Cost Estimating Services Agreement with O'Connor for the Fullerton College new Instructional Building and Central Plant Expansion in the amount of $149,500, plus $2,500 in reimbursables for a total of $152,000.
HEALTH RESOURCES & SERVICES ADMINISTRATION – The Board authorized the request to accept new revenue from the Health Resources and Services Administration in the amount of $30,635.
PROMOTIONS – The Board approved the promotions of Jean Foster to Fullerton College Executive Assistant III, effective July 2, 2018; Ivy Hwee to Anaheim Campus District Manager, Fiscal Affairs, effective June 12, 2018; and Alycia Wildman to Cypress College Library Assistant III, effective June 27, 2018.
RETIREMENT – The Board approved the retirement of Michael O'Connor, Fullerton College Campus Safety Officer, effective July 6, 2018.
