Chancellor’s Report – Dr. Cheryl A. Marshall
FULLERTON COLLEGE ANNUAL REPORT PRESENTATION – Dr. Greg Schulz, President, presented the Fullerton College Annual Report and Institutional Effectiveness Report. The material focused on highlights for the 2016-2017 year including: the new mission statement; commencement; athletics; student support services; student success strategies; and community partnerships.

Cypress College – Dr. JoAnna Schilling, President
CAMPUS ACTIVITIES – The President reported on campus events including: the Cypress College Food Bank Grand Opening; the chemistry event for the Cypress Boys and Girls Club and Girl Scouts Troup; and the Coffee with the Chancellor event… ARTS EVENTS – Dr. Schilling reported on upcoming arts events… HOLIDAY EVENT – The President invited all to attend the President’s Holiday Party Reception on December 6… AMERICANA AWARDS – Dr. Schilling attended the Cypress City Council meeting to invite the Citizens of the Year and the City Council to the Americana Awards on February 10… CCLC CONFERENCE – The President reported attending the annual Community College League of California (CCLC) Conference.

FOOTBALL – Fullerton Football is heading to the State Championship on December 9… ENROLLMENT – The President gave a spring semester enrollment update… TRANSFER SUPPORT – The President shared campus efforts to support transfer students as the CSU and UC systems application deadline approaches… EVENTS – Dr. Schulz invited all to attend the North Orange Chamber “Community Celebration of Giving” event and the annual Holiday Party… SUPERINTENDENT VISIT – AUHSD Superintendent Michael Matsuda gave a presentation on the Anaheim Pledge at our Student Services Mangers meeting on November 16… ACCREDITATION VISIT – Dr. Schulz reported that the ACCJC has received the final draft of the accreditation external evaluation report.
North Orange Continuing Education – Valentina Purtell, Provost
CAMPUS TOUR – NOCE piloted a Student Equitable Access to Transportation Program so students with transportation issues could participate in a career-focus tour... CAMPUS SAFETY – The District conducted an assessment of campus safety operations and were given recommendations on emergency management… NONCREDIT METRICS – The Office of Institutional Research and Planning (OIRP) solidified noncredit metrics and indicators that have been in development over the past year… AEBG MEETING – The Provost reported on the Adult Education Block Grant (AEBG) Data and Accountability Committee (DAC) meeting… HUNGER FREE CAMPUS INITIATIVE – The Provost reported on ways NOCE is participating in the Hunger Free Campus Initiative legislated by AB 453… ACTIVITIES – The Provost reported on NOCE activities including: the Pastries with the Provost event; the annual Holiday Celebration; and the annual Life After High School event hosted by Disability Support Services.

DMA MEETING – District Management Association President Eldon Young reported on the success of the Professional Development Survey and the upcoming DMA Holiday Party.
ACADEMIC CALENDAR – Former NOCE Academic Senate President Candace Lynch commended Valentina Purtell on her “Pastries with the Provost” event, and reported the Senate is discussing their academic calendar.
GUIDED PATHWAYS – Cypress College Academic Senate President Bryan Seiling discussed guided pathways.
WINTER INTERCESSION – The Fullerton College Academic Senate President Josh Ashenmiller reported the Senate are discussing the possibility of a winter intercession.
NEGOTIATIONS – United Faculty President Dana Clahane reported the UF negotiating team met with the District’s negotiating team. He also voiced concern regarding the State Chancellor’s online community college proposal.
Comments by Members of the Board of Trustees
HUNGER AWARENESS – Cypress College Student Trustee Daniel Sebastian reported on Food and Hunger Awareness Week, the Thanksgiving Food Drive, the Food Bank, and the Finals Fuel event.
EVENTS – Fullerton College Student Trustee Andrew Washington reported on the success of the Thanksgiving Food Drive, the Harvest Feast for student athletes, and creating a bus program for students.
CCLC CONFERENCE – Board Member Stephen T. Blount attended the CCLC Conference and the Fullerton College football game. Board Member Barbara Dunsheath also shared highlights from the CCLC Conference.
STUDENT POVERTY – Board Member Ryan Bent addressed the poverty crisis many students face, and also reported meeting with Legacy Program Scholars at Cypress College.
CHANCELLOR'S COFFEE EVENT – Board Member Jacqueline Rodarte attended the Coffee with the Chancellor event and thanked Chuck Allen from the Fullerton College Foundation for planning the President’s Gala.
COMMITTEE MEETINGS – Board President Molly McClanahan attended an Audit Committee Meeting and the Student Health Advisory Committee Meeting at Fullerton College.
Finance and Facilities
OFFICE DEPOT CONTRACT – The Board authorized the request for the District to continue to utilize the Office Depot contract piggyback from the Foundation for California Community Colleges for purchases and services the contract offers to the District.
ANAHEIM TOWER BID – The Board authorized the request to award Bid #1718-07, Anaheim Tower 7th & 10th Floors Tenant Improvements to Paul C. Miller Construction Co. as the lowest overall responsive and responsible bidder.
INSPECTION SERVICES – The Board authorized the request to award DSA Inspection Services for the Anaheim Tower 7th & 10th Floors Tenant Improvements Project to Vital Inspection Services, Inc.
PREQUALIFICATION QUESTIONNAIRE – The Board adopted the proposed prequalification questionnaire and the related rating system to prequalify a pool of general contractors that could bid on construction projects districtwide.
SOFTWARE EXPENDITURE – The Board authorized the request to expend $159,192.00 for the one-time perpetual licenses, one-time training, and annual maintenance for Tableau Software, Inc. software beginning November 30, 2017 through November 29, 2018, and to continue maintenance in future years at a rate of $33,600 annually with an increase of no more than 4% each year thereafter.
INTEGRATED PLANS – The Board received the 2017-2019 Integrated Plans by Cypress College, Fullerton College, and NOCE and directed that they be submitted for approval at the December 12, 2017 meeting.
PROFESSIONAL DEVELOPMENT PROGRAM – The Board received as information the highlights relating to the Cypress College 2017-2018 Professional Development Program.
AMENDMENT RATIFICATION – The Board ratified the amendment of the 2017-2018 NOCCCD-Fullerton College and BOUSD CCAP Dual Enrollment Partnership Agreement.
FIELD TRIP AUTHORIZATION – The Board authorized the Fullerton College Technology and Engineering Division/Fashion Department to conduct an optional, out-of-country field trip.
PROMOTION – The Board approved the promotion of Christi O’ Daniel to Fullerton College Administrative Assistant II, effective November 29.
RETIREMENT – The Board approved the retirement of Beth Stokes, Anaheim Campus Human Resources Specialist, effective June 1, 2018.
ORGANIZATIONAL MEETING – The Board established Tuesday, December 12, 2017 as the date of the Board’s Organizational Meeting.
REVISED BOARD POLICIES – The Board adopted the revised Board Policies in Chapters 1,2,3,4,5,6, and 7. The Board also adopted the revised Board Policies in Chapter 4.
NEW BOARD POLICIES – The Board adopted new Board Policy 7700, Whistleblower Protection.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, December 12, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
