2011 Comprehensive Master Plan

After two years of preparation, research, dialogue, planning, and development, I am proud to present the Comprehensive Master Plan (CMP) for the North Orange County Community College District. This document is truly the product of shared effort by our entire District: Cypress College, Fullerton College, the School of Continuing Education, District leadership, and the Board of Trustees.

The purpose of the Comprehensive Master Plan is to provide big picture guidelines for planning and decision-making throughout the District for the next ten years. Vital to the efficacy of the CMP is the creation of the five District Strategic Directions, which this process has deemed to be: improving completion rates, eliminating the achievement gap, improving success rates, implementing best planning practices, and developing and sustaining collaborative community projects and partnerships. The District Strategic Directions answer the question, "Where are we going?" The District Strategic Directions are then used in the formation of both the District and Campus Strategic Plans. In the Integrated Planning Cycle, Strategic Plans are shorter-term plans compared to the CMP and include specific objectives and action plans that answer the question, "How are we going to achieve the District Strategic Directions?" Although the CMP is not designed to be updated until 2020, the Comprehensive Master Plan is not meant to be a static declaration of ideas marking the thinking of a specific point in time. Rather, its precepts are designed to be agile, useful, and elastic, resulting in a living document that will continue to be explored and re-imagined as the demands and challenges of the years arise. Specifically, the five District Strategic Directions we have agreed upon should act as touchstones in all our journeys over the next decade, and as markers to evaluate the effectiveness and quality of our decisions.

With its completion, the NOCCCD Comprehensive Master Plan articulates our collective vision of how to best meet our mission, and serve our students with excellence, innovation, and commitment as we move confidently into the future.
