BOND PROJECTS

When Measure X was approved by voters in the North Orange County Community College District (NOCCCD) in March 2002, a community-wide investment in education was initiated.  Measure X provided bond funds of $239 million for facility improvement and expansion at Cypress College, Fullerton College, and the School of Continuing Education.  Following is a list of bond projects funded by Measure X and other state and federal funding sources.

Anaheim Campus

A combination of bond funds and District reserves provided for the purchase and remodeling of the former Martin Luther Hospital building to what is now the North Orange County Community College District - Anaheim Campus.  The Campus serves as a central location for the District’s School of Continuing Education, a new state of the art classroom and laboratory for the Cypress College Hotel, Restaurant and Culinary Arts Program, and an extension campus for Fullerton College.  District administrative offices and services are also located at the Anaheim Campus.

Citizen's Oversight Committee

Provided for by state law, the Citizens’ Oversight Committee oversees an annual fiscal audit, annual program audit, and compliance with the original voter-approved plan for the use of Proposition 39/Measure X funds.  The Committee also ensures that construction and purchase of property, equipment, and furnishings are within project guidelines.  The Committee maintains ongoing communications with the public regarding projects and funding.  Regulated by the Ralph M. Brown Act of 1953, meetings are held four times a year, and past meeting minutes can be accessed by clicking here.

Reporting to the District’s Board of Trustees, the eight-member Citizens’ Oversight Committee is compromised of representatives of businesses, senior citizen organizations, support groups, and students.  District staff members or individuals in a financial relationship with the District may not serve on the Committee.  Members of the Committee serve two-year terms and receive no compensation.  For a list of Committee members, please click here.
